Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, J. Ashford, C. Pettersen, C. Spencer, J. Dietz, and S. Laubscher.
Absent: E. Peterson.
Others present: L. Wilson, B. Simmert, G. Templin, M. Krueger, I. Crammond, Dan Bahr – Wisconsin Counties Association, Mark Hanson – Hoffman Planning, Design & Construction, and Niels Wolters, Madison Solar.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt amended agenda: Motion by M. Flint/C. Spencer to adopt the amended agenda with the change to the next meeting dates. Motion carried, all in favor.
Motion by C. Pettersen/C. Spencer to approve the June 29th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:

Communications:
None.
Receive, discuss and possible action on information from Dan Bahr, WCA Legislative Associate, regarding the Wisconsin Shoreland Initiative Mr. Bahr appeared and spoke of policy proposals regarding shoreland zoning and provided the committee with a handout regarding the proposal. The proposal would make the DNR a resource rather than an authority. He spoke of a WCA shoreland task force which has recommendations included in the information provided to the committee.
Consideration and discussion of information presented by Hoffman Construction, Design & Construction Inc. regarding Phase I, Sauk County Solar Project.
Committee members asked questions about savings and solar, investment and payback/savings as well as average kilowatt costs. The solar presentation was based on the 3rd party analysis. Committee members discussed the calculations in today’s dollars and not future dollars and questioned the delay in Hoffman’s presentation to the Committee. Hanson and Wolters provided information relating to the questions asked by the committee and reviewed the 3rd party analysis. Discussion continued on the committees lack of being comfortable with the information provided and needing additional information and time with the consultants and the feeling of being brought in too “late in the game”.
Kriegel spoke about being a proponent of the solar proposal.
Consideration and discussion of resolution authorizing to contact with Hoffman Planning, Design & Construction Inc. for Phase II of the Third Party Solar & Energy Efficiencies Installation The committee requested additional time to receive information on the project. Motion by Dietz, seconded by Ashford to approve the resolution. Motion failed, 5-2. Ayes: Dietz, Ashford. Nays: Polivka, Flint, Peterson, Petterson, Laubscher. The committee discussed.
Register of Deeds
a. Department report and updates. Report provided via Granicus.
b. Review and approval of vouchers. Templin provided the vouchers in the absence of Bailey for June in the amount of $10,254.21. Motion by J. Ashford/S. Laubscher to approve the vouchers. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Simmert and Templin reviewed the Department Report. The committee specifically discussed the Great Sauk State Trail and the issuance of citations to property owners who have not complied with the septic maintenance requirements of Chapter 25. The committee supported staff issuing citations to those in violation of the ordinance.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $10,775.66. Motion by S. Laubschern/M. Flint to approve vouchers for a total amount of $10,775.66. Motion carried, all in favor.
c. Planning Intern Report. Megan provided a report on activities she has been working on for the Department.
Discussion and possible action on a Conditional Use Permit for Planned Rural Development (PRD) of a lot for Bradley Anderson located in Section 19, T9N, R5E, Town of Troy, Sauk County, pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance. Simmert reviewed the PRD request for Anderson for a lot in the Town of Troy. He spoke of the conversation rate, the agricultural use and recommendation of approval. Motion by J. Ashford/S. Laubscher to approve the PRD/Conditional Use. Motion carried, all in favor.
Discussion and possible action on a Conditional Use Permit for Planned Rural Development (PRD) of a lot for County Valley Farms, Inc. located in Sections 34, T12N, R4E, Town of Reedsburg, Sauk County, pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinances. Simmert reviewed the PRD for County Valley Farms – Don and Vernice Schultz, for a lot in the Town of Reedsburg. He spoke of the conversation rate, floodplain and shoreland property and recommendation of approval, conditioned on the approval from the Town of Reedsburg. Motion by M. Flint/C. Spencer to approve the PRD, with the Town of Reedsburg approval. Motion carried, all in favor.
Discussion and possible action on a Conditional Use Permit to construct a residence in Exclusive Agriculture for Thomas & Marty Jane Siewert located in Section 20, T9N, R5E, Town of Troy, Sauk County, pursuant to Sauk County Code 7.074(3) of the Sauk County Zoning Code or Ordinances. Simmert reviewed the PRD request for Siewert to construct a residence in Exclusive Agriculture, which is a requirement from DATCP and explained the siting for the residence. He reviewed the map provided and recommended approval. Motion by C. Spencer/M. Flint to approve the CUP. Motion carried, all in favor.
Discussion and possible action on fall Clean Sweep. Cunningham spoke of the amount of funds spent on the Spring Clean Sweep and the funds left to do the fall Clean Sweep. The Committee members agreed to keep the fall clean sweep and keep the committee posted on the funding.

d. Economic Development Committee. Polivka spoke of Placemaking information.
e. Mirror Lake District. Pettersen spoke of a meeting he attended.
f. Lake Virginia Management District. Flint spoke of a recent meeting and spraying at the Dam.
g. Lake Redstone Management District. Dietz spoke of a recent meeting, dredging at the lake and possible pollution coming from Juneau County.
Discussion and possible action regarding a CPZ Committee Field day Simmert spoke of a field day for a tour of conservation practices, which would be a special CPZ meeting, 9 a.m. to 12 noon in September at the County Farm. Monday the 25th or Wednesday the 27th.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, July 25th at 9:00 a.m. and Thursday, August 10th, 2017 at 9:00 a.m. Motion by C. Spencer/C. Pettersen to adjourn at 11:50 a.m. Motion carried, all in favor.
