Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:35 p.m.
Adopt Agenda:
Motion by Mattson second Karll to adopt agenda. Motion carried.
Kriegl – location was not listed on the agenda, discussion to have that added in the future.
Minutes:
Motion by Mattson, second by Yates-Wickus to adopt October 16, 2019 minutes. Motion carried.

None.
Communications:
None.
Mapping and survey development for law enforcement’s response to youth
-What questions need to be asked? What policies are in place by law enforcement? What triggers referrals? Where is contact with police taking place? Need to identify the “purpose” and how the system is working. Determine gaps in service, communication, and missing options of deferral.
-What is the process for gathering information? Letter to LEO. Written policy with youths – does something currently exist?
-What do police do when dealing with youth? Police Chiefs Meeting – starting point to gather information.
-Collect school board policies for SRO actions
-Reedsburg Police Department ahs policy for youths (approximately 7 pages) – “Juvenile Operations” policy
-“Decision making tree”
- Encourage LEO to develop policy manual – identify good policy’s to share.
-Are decision points in the system identified, and are they similar to adult criminal justice system?
