The meeting was called to order by Chairperson Bychinski at 8:30 AM. Certification of open meeting compliance was given. Motion by Bach to adopt the agenda, second by Fordham. Motion carried. Motion by Fordham to adopt the minutes of the previous meetings March 9 and 16, 2010, second by Wenzel. Motion carried.

Sharon Terry expressed concern over Sheriff’s Department and jail operations.

Presentation of jail state prisoners report
Fry updated the Committee that the source of funds is changing as inmates are increasingly extended supervision (at the end of their sentences or with short sentences). The State is using Sauk County as a regional facility. Time spent administering the project was discussed.
Discussion and possible resolution Designating Unreserved Funds as of December 31, 2009.
This is re-appropriation into 2010 of unspent funds in the 2009 budget for continuing projects or acquisitions. Motion by Fordham designating unreserved funds as of December 31, 2009, second by Wenzel. Motion carried.
Consideration resolution approving an intergovernmental agreement between the Ho-Chunk Nation and the County of Sauk.
With this agreement, the Ho-Chunk Nation can pay $90,000 to Sauk County instead of to the State of Wisconsin from gaming funds. The Committee discussed using these funds for existing projects versus amending the budget to use the funds to augment the budget. The Committee wished to use the funds as follows: $10,000 for Badger Army Ammunition Plant planning, and the remaining $80,000 allocated between Highway operations and the Human Services Families Come First program, with that allocation determined later. Motion by Krueger to approve an intergovernmental agreement between the Ho-Chunk Nation and the County of Sauk, second by Fordham. Motion carried.
Consider transfer of jail assessment fund balance to debt service fund.
Due to decreasing interest earned on invested funds, the Debt Service fund is ending 2009 with a negative balance of about $39,000. Jail Assessment fund balance is adequate to fill that hole, and its use for law enforcement center debt service is appropriate. Motion by Wenzel to transfer jail assessment fund balance to debt service fund, second by Bach. Motion carried.
Consider update to financial policy 1-94, Donations.
Adjustments to the policy incorporate County Board acceptance of donations. Motion by Fordham to update financial policy 1-94, Donations, second by Wenzel. Motion carried.
Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2009
Motion by Krueger to gratefully accept donations and gifts presented to Sauk County in 2009, second by Bach. Motion carried.
Presentation of County financial report.
Preliminary, overall fund balances for 2009 are increasing by $2.3 million, of which $1 million is an increase to the General Fund. Although a tough budget climate, early 2009 adjustments to staffing levels and other cuts contributed to the positive ending balances. 2010 finances are still on track compared to the original budget.
Treasurer’s Department Update
Geoghegan updated the Committee on Treasurer Department activity. Motion by Krueger to receive the Treasurer report and approve payment of invoices from the Treasurer’s Department in the amount of $1,210,216.13, second by Bach. Motion carried.
Accounting Department Update.
Beghin pointed out the highlights of the Accounting Department’s recent activity. Anticipate bond refunding discussions to begin in May. Motion by Krueger to receive the Accounting report and approve payment of the Accounting Department invoices in the amount of $309.81 and the County invoices in the amount of $3,657,702.15, second by Wenzel. Motion carried.

The next regular Finance meeting will be Tuesday, May 11, 2010 at 8:30 am.
