This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting is compliant with the Open Meeting Law.
Adopt agenda - Motion by McAuliffe/Nelson to adopt the amended agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- September 9, 2021 - Motion by Polivka/McAuliffe to approve the September 9, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment – Robbin Polivka E3681 County Rd JJ, Spring Green, Wi 53588, representing herself in regard to Kennel proposition noted areas in the proposal that need further consideration.
Marnie Polivka E3681 County Rd JJ, Spring Green, Wi 53588, representing herself in requesting a new Kennel Ordinance, which recognizes preservation breeders.
Communications Wilson presented the monthly pollen flyer for September. Wilson reminded everyone about Clean Sweep this Saturday September 25. Wilson reminded everyone of the Parks Tour scheduled for October 1st to begin at White Mound. Krueger stated that the tour would include a review of proposed improvements at White Mound and potential drive to the County Forest.
Review and approval of vouchers - Motion by Nelson/McAuliffe to approve the vouchers in the amount of $54,583.24. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development
(PRD) lot for Gerry and Katherine Rosenbaum, located in Section 29, T10N, R05E Town of
Honey Creek, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of
Ordinances.
Simmert appeared and provided background and history. Motion by Polivka/Lohr to approve a
conditional use permit for a Planned Rural Development lor for Gerry and Katherine
Rosenbaum. Motion carried, all in favor.
Presentation and discussion on proposed amendments to Chapter 7: Zoning in regard to kennels.
Fowler presented the proposed amendments to Chapter 7: Zoning in regard to kennels. Fowler
explained that the draft language has not been reviewed by Corp Counsel, so language within the
ordinance may change. Fowler reviewed the various definitions being proposed as well as the
standards for each category. Fowler noted that the zoning districts for the uses and whether the
use should be permitted, or conditional has not been determined. Polivka stated that there needs
to be regulations and needs to have the definitions that are more specific.
Polivka stated that he would like to protect the health of the animals. Chair Krueger asked
Desmond from Corporation Counsel how this language would be reviewed. Desmond stated that
DATCP regulations will play a big role in crafting the ordinance. Kinsman stated that this
appears to apply to all animals not just dogs.
Kinsman asked how we will determine if it is an agriculture vs a non-agriculture dog. Fowler
explained. Polivka stated that dogs have to have outside access and limit the number of dogs in
one pen. Nelson asked what the definition differences were between commercial facility and
kennel facility. Fowler explained. McAuliffe stated that this cannot be driven by high
emotions, as the County Board reflects both sides of the argument. Polivka stated this is a start.
Discussion and possible action approving Upper Sugar River Watershed Association as the
designated agent for Surface Water Grant Program Aquatic Invasive Species Funding.
Wilson presented Upper Sugar River Watershed Association as the agent for Surface Water
Grant Program Aquatic Invasive Species Funding. Polivka asked if we were happy with this
agent. Wilson stated they were. Motion by Nelson/Puttkamer to approve the Upper Sugar River
Watershed Association as the agent for Surface Water Grant Program Aquatic Invasive Species
Funding. Motion carried, all in favor.
Discussion and possible action on a Resolution Approving a Cooperative Agreement with Upper
Sugar River Watershed Association and Authorization to Submit Grant Application for Surface
Water Grant Program.
Wilson presented the Resolution for Approving a Cooperative Agreement with Upper Sugar
River Watershed Association and Authorization to Submit Grant Application for Surface
Water Grant Program. Nelson asked if this agreement approval is every three years. Wilson
stated it would have to be approved every year. Motion by Polivka/Kinsman to approve the
Resolution for Approving a Cooperative Agreement with Upper Sugar River Watershed
Association and Authorization to Submit Grant Application for Surface Water Grant Program.
Motion carried, all in favor.
Discussion and Possible Action on Amended 2021 Lake Management Grant Award for the
Mirror Lake Protection District.
Mark Blakeslee representing the Mirror Lake Protection District would like the funds for the
2021 Lake Management grant Award for the Mirror Lake Protection District be redirected so
they can be applied to other projects. Some of those projects would be dredging, gully repair,
and delta removal for navigation to the boaters coming into the lake. Nelson asked what the total
cost would be for these projects. Blakeslee explained. Nelson stated that the group should be
trying to address issues up stream near Dell Creek before the sediment gets down to Mirror Lake.
Polivka thanked Blakeslee for taking the committee out on the lake, as it gave him a better
understanding of the district’s needs. Motion by Polivka/Nelson to approve 2021 Lake
Management Grant Award for the Mirror Lake Protection District in the amount of $16,800 to be
redirected for other projects. Motion carried, all in favor.
Next meeting dates – Thursday, October 14, 2021 and Tuesday, October 26, 2021.
Motion by McAuliffe/Lohr to adjourn at 9:57 a.m. Motion carried, all in favor.
