A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman, B. Peper, B. Pelton, J. Sederstrom, B. Greenwood, S. Alexander, R. Prosser and R. Puttkamer.
Committee members absent: B. Lohr (excused).
Sauk County Staff Present: T. Kabat, J. Fleischmann, B. Bailey, J. Gurgel, M. Schlupp, B. Simmert, B. Meyer, A. Kurth, H. Kovalske, M. McArthur.
Others present from public: Joan Wheeler, Cayla Cavey (UWSP), David Smith.
At 9:00 a.m. Chairman P. Kinsman called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda: Motion by Peper / Pelton to adopt the July 9, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – June 23, 2026: Motion by Puttkamer / Greenwood to adopt the June 23, 2026, LRE Committee meeting minutes. Motion carried unanimously.

Land Records
- Land Records Department Report: J. Fleischmann presented the Land Records Department report.
- Review and approval of vouchers: J. Fleischmann requested payment of vouchers in the amount of $4,202.28. Motion by Peper / Alexander to approve vouchers for the Land Records Department in the amount of $4,202.28. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report: B. Bailey presented the Register of Deeds Department report.
- Review and approval of vouchers: B. Bailey requested payment of vouchers in the amount of $8,456.00. Motion by Prosser / Pelton to approve vouchers for the Register of Deeds in the amount of $8,456.00. Motion carried, unanimously.
Extension Education
- Sauk Extension Highlights: J. Gurgel presented the Sauk Extension highlights and noted the great things that 4-H is doing at the Sauk County Fair.
- Educator Program Report – Anastasia Kurth, Agriculture: A. Kurth provided a report on Agriculture Crops & Soil.
- Review and approval of vouchers: J. Gurgel presented vouchers in the amount of $2,769.69 for UW-Extension Education. Motion by Peper / Pelton to approve vouchers in the amount of $2,769.69 for UW-Extension. Motion carried unanimously.
Land Resources and Environment
- LRE Department Report: T. Kabat presented the LRE Department report.
- WI River Recreation Bridge Update: T. Kabat provided an update on the WI River Recreation Bridge construction project.
- Review and approval of vouchers: T. Kabat presented vouchers in the amount of $24,401.95 for Land Conservation and Planning & Zoning, and vouchers of $187,963.10 for Parks and Recreation. Motion by Alexander / Greenwood to approve both sets of vouchers in the total amount of $212,365.05 for the Land Resources and Environment Department. Motion carried unanimously.
- Presentation and discussion on the Sauk County well trends monitoring program: Cayla Cavey from UW Stevens Point provided a presentation on the Sauk County Well Trends Monitoring Program.
- Discussion and possible action on a resolution of Cooperative Agreement between the City of Baraboo, Town of Baraboo, and Sauk County for the Great Sauk State Trail – Baraboo Spur Project: B. Simmert provided a summary of the project and requested approval of the resolution. Motion by Prosser / Alexander to approve a resolution of Cooperative Agreement between the City of Baraboo, Town of Baraboo, and Sauk County for the Great Sauk State Trail – Baraboo Spur Project. Motion carried unanimously.
- Discussion and possible action on request from Department of Army regarding water testing at the Great Sauk State Trail parking lot located at State Highway 78 and County Road Z: T. Kabat presented the request from the Department of Army regarding water testing at the Great Sauk State Trail parking lot located at State Highway 78 and County Road Z. Motion by Peper / Prosser to approve the request from Department of Army regarding water testing at the Great Sauk State Trail parking lot located at State Highway 78 and County Road Z. Motion carried unanimously.
- Overview and discussion on the Sauk County Forest Master Plan process: H. Kovalaske presented the Sauk County Forest Master Plan process including timing and public engagement.

- Natural Resources Conservation Service (NRCS): None.

- Foresters: None.
- Economic Development Committee: None.
- Mirror Lake Management District: R. Prosser noted the district did a review of the erosion repairs and noticed a few items that need to be fine-tuned. The dredging project is complete.
- Lake Virginia Management District: B. Pelton noted he attended the June meeting, and the group is looking into repairs to the dam.
- Lake Redstone Protection District: None.
- Southern Area Association: B. Greenwood reported she attended a field day, the July association meeting, and she shared copies of a guide for county supervisors on Land Conservation Committees, including LRE.
Next meeting dates: Tuesday, July 28, 2026, and Thursday, August 13, 2026, at 9:00am.
Adjournment: Motion by Prosser / Alexander to adjourn at 10:32 a.m. Motion carried unanimously.
