MEETING NOTICE
COMMITTEE: Land Resources and Extension Committee

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman, B. Peper, B. Pelton, S. Alexander, R. Prosser and R. Puttkamer.
Committee members absent: B. Lohr, J. Sederstrom, and B. Greenwood.
Sauk County staff present: L. Wilson, T. Kabat, J. Fleischmann, J. Gurgel, B. Meyer, M. McArthur, and M. Walters.
Others present from public: None.
At 9:00 a.m. Chairman P. Kinsman called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda: Motion by Prosser / Pelton to adopt the August 13, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – July 28, 2026: Motion by Puttkamer / Alexander to adopt the July 28, 2026, LRE Committee meeting minutes. Motion carried unanimously.
Public comment: No public comment.
Communications: T. Kabat noted the flyer for this year’s Clean Sweep event and asked for committee volunteers to help that morning. T. Kabat noted the WI Land and Water Southern Area Association summer newsletter including highlights of Sauk County staff. T. Kabat noted committee members may be receiving calls regarding the BECI overhead transmission line. LRE staff have been tasked with identifying the local impacts, land use conflicts, and related information and will provide that prior to the August 25th open house. T. Kabat mentioned there was manure spill of 8,000 gallons at the U.S. Dairy Forage Resource Center, reaching the Wisconsin River. The owner was cleaning up and addressing the contamination and the WDNR was on-site. P. Kinsman encouraged committee members to volunteer at Clean Sweep on Saturday, September 26th.
Land Records
- Land Records Department Report: J. Fleischmann presented the Land Records Department report.
- Review and approval of vouchers: J. Fleischmann requested payment of vouchers in the amount of $9,686.75. Motion by Peper / Prosser to approve vouchers for the Land Records Department in the amount of $9,686.75. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report: P. Kinsman asked if there were any questions on the Register of Deeds Department report.
- Review and approval of vouchers: Motion by Pelton / Alexander to approve vouchers for the Register of Deeds in the amount of $8,407.00. Motion carried, unanimously.
Extension Education
- Sauk Extension Highlights: J. Gurgel presented the Sauk Extension highlights.
- Educator Program Report – Morgan McArthur, Community Development: M. McArthur provided a report on community development programs including the rural well water testing program, Friends of the Baraboo River, Sauk Prairie community awards banquet, and SCIL.
- Review and approval of vouchers: J. Gurgel presented vouchers in the amount of $104,868.05 for UW-Extension Education. Motion by Alexander / Pelton to approve vouchers in the amount of $104,868.05 for UW-Extension. Motion carried unanimously.
Land Resources and Environment
- LRE Department Report: T. Kabat presented the LRE Department report.
- GSST/WI River Recreation Bridge Update: T. Kabat provided an update on the Great Sauk State Trail and WI River Recreation Bridge construction project.
- Review and approval of vouchers: T. Kabat presented vouchers in the amount of $4,185.00 and $6,731.68 for Land Conservation and Planning & Zoning, and vouchers of $484,539.02 for Parks and Recreation. Motion by Pelton / Alexander to approve both sets of vouchers in total amount of $495,455.70 for the Land Resources and Environment Department. Motion carried unanimously.
- Discussion and possible action to approve a conditional use permit for a Planned Rural Development (PRD) lot for Norman Mast, located in Section 2, T9N, R4E, Town of Troy, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances: M. Walters presented a conditional use permit for a Planned Rural Development lot for Norman Mast in the Town of Troy. Motion by Prosser / Pelton to approve a conditional use permit for a Planned Rural Development lot for Norman Mast in the Town of Troy, Sauk County based upon the findings of facts and conclusions of law, subject to the staff analysis, and recommend conditions as contained in the report. Motion carried unanimously.

- Natural Resources Conservation Service (NRCS): None.
- Farm Service Agency (FSA): None.
- Foresters: None.
- Economic Development Committee: P. Kinsman noted they did not meet last month.
- Mirror Lake Management District: R. Prosser noted the dredging project is complete. An invoice has been received for $1,324,544.09 for the project. The annual meeting will be held on August 22nd, 2026.
- Lake Virginia Management District: B. Pelton noted there are not any updates.
- Lake Redstone Protection District: P. Kinman noted there was a meeting last week, but he was unable to attend.
- Southern Area Association: None.
Next meeting dates: Tuesday, August 25, 2026, and Thursday, September 10, 2026, at 9:00 am.
Adjournment: Motion by Peper / Puttkamer to adjourn at 9:42 a.m. Motion carried unanimously.
