This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. Absent: None
At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meeting Law.
Adopt agenda - Krueger requested that as part of the motion, that item 8e, be moved to follow item 8b. Motion by Polivka/McAuliffe to adopt the agenda, as noted. Motion carried, all in favor.
Adopt minutes of previous meeting- June 29, 2021 – Motion by Nelson/Kinsman to approve the June 29, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment - None
Communications Wilson informed everyone that the OHM Resolution from the June 29th meeting was circulating for signature. Wilson noted the Yanke’s Pasture Walk on July 14, 2021 as well as noted the email provided by Mr. Horner thanking Mitch McCarthy for assisting at the Redstone Shoreline Improvement Workshop.

Review and approval of vouchers - Motion by Kinsman/Lohr approve the vouchers in
the amount of $11,128.00. Motion carried, all in favor
Land Resources and Environment
Department report – Wilson provided the department report.
Review and approval of vouchers - Motion by McAuliffe/Curry to approve the vouchers in the amount of $3,051.09 and Parks vouchers in the amount of $18,281.04. Motion carried, all in favor.
e. Discussion and possible action on 2021 Lake Management Grants
Lake Redstone
Ken Keegstra secretary for Lake Redstone Protection District noted currently they are measuring for phosphorus and sediment coming into Lake Redstone from the watershed. Automated sampling equipment was installed in the fall of 2020 as part of the current Sauk County grant and will run until the end of September of 2021. They will then continue to measure for phosphorus and sediment levels in the inlet and outlet streams beginning October 1, 2021 through 2022 under the new grant. Project cost is estimated at $42,700. USGS 25% match $10,700, LRPD cash contributions is $6000, Juneau County tentative cash contribution will be $6000. The total requested from Sauk County Grant Program is $20,000.
Dutch Hollow Lake
Phil Hunt VP/Treasurer from Dutch Hollow Lake explained currently they are maintaining the Aquatic Plants and managing the good vs bad weeds. This year they had to chemically treat the weeds. They are looking to purchase more lake mats since they seem to be working well to help control the shoreline weeds. The lake will need more sand on the beach area since the sand is washing away. Dutch Hollow Lake is having a problem with Muskrats breeding and boring in the shoreline of the lake. They would like to hire someone to trap them. They are looking at a cost of $35,000 with a grant from Sauk County of $16,790. Nelson asked what the mats were made of. Hunt explained. Nelson was wondering about the public activity at Dutch Hollow. Hunt feels it is increasing.
Mirror Lake
Mark Blakeslee chair for Mirror Lake is looking to repair the public boat ramp. The cost is estimated at $50,328.85. Sauk county grant would cover 1/3 of the cost, town of Delton to cover 1/3 and Mirror Lake Management District would cover the 1/3. Curry was concerned about erosion off the DNR land. Blakeslee was assured it will be taken care of. Nelson is wondering if the town of Delton is committed to doing their 1/3. Blakeslee explained. Lohr asked what would happen if the estimate would come in higher. Blakeslee explained it would have to be reevaluated.
Wilson said the cost of all projects would be $53,567. The grant amount available is $50,000. She explained the points and scoring. Nelson asked if it would be an option to take the sand component out of Dutch Hollow. Curry stated that Mirror Lake is used by everyone not just the people that live there. Puttkamer stated that all of the requests were worthy as they are looking ahead to the future and by improving the quality of the all lakes.
Polivka/Curry motion to fund Mirror Lake $16,800 with equal funding from the Town of Delton, and from the Mirror Lake Association, $15,200 to Dutch Hollow, and $18,000 to Lake Redstone for a total of $50,000 grant. Motion carried, all in favor.
c. Discussion and possible action on a Resolution Approving the Quit Claim Deed with Sauk
County Historical Society for the Transfer of Property at Man Mound National Historic
Landmark.
Wilson provided background and request that the resolution be postpone to the August 12 Committee Meeting. Motion by Nelson/Kinsman to postpone action on the Resolution Approving a Quit Claim Deed with SCHS for property at Man Mound National Historic Landmark. Motion carried, all in favor.
d. Discussion on Draft Stormwater and Erosion Control Ordinance
Fowler presented the Chapter 51 Draft Stormwater and Erosion Control Ordinance. Puttkamer wondered if the town would need a permit if they were doing any ditch work. Fowler explained. Kinsman asked about State plans. Fowler explained. Chair Krueger asked how the financial assurance calculated. Fowler explained. Curry asked if this all applies to cable companies. Fowler explained. Nelson asked if permit is required for the jurisdiction for where the property is located. Fowler explained. LRE Committee consensus to proceed with the timeline as outlined in the presentation.
f. Presentation on Chapter 26 Livestock Performance Standards
Schlupp presented Chapter 26 Livestock standards. Polivka questioned if manure pits should be left empty or should there be a little left in the pit. Schlupp explained that there should be something in the pit because the bottom should not be exposed. Nelson wondered what does manure closure really means. Schlupp explained what closure meant in different situations. Schlupp explained the timeline and next steps for ordinance implementations as well as working with area farmers on the ordinance amendments.

program.

e. Mirror Lake District - Chair Krueger said Mirror Lake has a $48,000 budget. Harvest lake
vegetation and healthy lakes program budget is $3000 a year and $5600 budget for tree
removal. A large financial challenge for Mirror Lake is the sediment trap. To redo the
sediment trap it could cost anywhere from $400,000 to $700,000.
