Land Resources and Environment Committee members present: M. Krueger, R. Nelson, R. Curry, D. Polivka, V. McCulliffe, P. Kinsman, R. Puttkamer, B. Lohr
Absent: None.
Others present: L. Wilson, B. Simmert, G. Templin, M. Schlupp, K. Felton, B. Bailey, C. Luthen Luthin, and K. Norgard.
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by McAuliffe/Kinsman to adopt the agenda, as presented. Motion carried, all in favor.
Adopt minutes: Motion by Curry/Nelson to approve the June 26, 2020 Committee meeting minutes as presented. Motion carried, all in favor.
Communications:
Wilson spoke of a communication from the Town of Franklin regarding a zoning violation and land use permit for Elliotts.
Public Comment: Charlie Luthen Luthin, appearing to speak regarding the BOMC funding and working to implement a plan to restore the lands along the GSST corridor.
Update on Hemlock Dam – Wilson provided an update on Hemlock Dam and an issue with fiber optic lines running down the 400 trail over the top of the dam.
Discussion and possible action to approve a designated agent for Aquatic/Invasive Species funds from the DNR – Schlupp reviewed the outline from the two organizations that provided proposals. She explained the difference between the two proposals. Motion by Nelson/Lohr to designate Upper River Water Association as the Aquatic/Invasive Species agent. Motion carried, all in favor.
Discussion and possible action regarding membership in Golden Sands RC&D – Schlupp explained the membership in Golden Sands RC&D. The committee discussed waiting on making a decision on membership. Motion by Polivka/Lohr to table a decision on membership. Motion carried, all in favor.
Land Records
a. Department report – Felton appeared and provided a department report.
b. Review and approval of vouchers – No vouchers to present.
Register of Deeds
a. Department report – Bailey appeared and provided a department report.
b. Review and approval of vouchers – Bailey provided vouchers in the amount of $13,657.34. Motion by Polivka/Curry to approve vouchers as submitted. Motion carried, all in favor.
Land Resources and Environment
a. Department report – Wilson reviewed the department report.
b. Review and approval of vouchers – Templin reviewed the vouchers in the amount of $38,500.23. Motion by McAuliffe/Polivka to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on Resolution authorizing the purchase of radio equipment for the Land Resources and Environment Department – Wilson reviewed the resolution to authorize purchasing of radio equipment. Motion by Polivka/McAuliffe to approve the resolution. Motion carried, all in favor.
d. Discussion and possible action regarding revised funding proposal for BOMC Funding and authorization to distribute funds to the Sauk Prairie Conservation Alliance – Krueger reviewed the proposal and background. Motion by Nelson/McAuliffe to approve the revised funding proposal for BOMC Funding and authorization to distribute funds. Motion carried, all in favor.
e. Discussion and possible action to approve reduced lot frontage on an access easement and reduced access easement width pursuant to s. 22.14 and s. 22.15 of the Sauk County Land Division and Subdivision Regulations Ordinance in the Town of Reedsburg for David & Karen Allen – Simmert appeared and explained the request. Motion by Lohr/Nelson to approve the reduced lot frontage on an access easement. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS) – No report.
b. Farm Service Agency (FSA) – Norgard introduced himself and provided an update.
c. Foresters - Kinsman provided a report on the closing of paper mill in Wis Rapids and how it will impact Sauk County and the surrounding counties.
d. Economic Development Committee – Krueger provided an update from the last meeting.
e. Mirror Lake District – Krueger spoke of a possible upcoming meeting.
f. Lake Virginia Management District – Nelson spoke of a meeting held on June 13th.
g. Lake Redstone Management District – Kinsman stated there has not been a meeting since the last update.
Next meeting dates – Friday, July 17th (Parks tour), Tuesday, July 28th and Thursday, August 13th, 2020.
Motion by Polivka/Curry to adjourn at 10:10 a.m. Motion carried, all in favor.
