A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Spencer, B. Lohr, L. Eberl, R. Puttkamer, V. McAuliffe, P. Kinsman

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. M. Schlupp certified the meeting to be compliant with Open Meetings Law.
Adopt agenda Motion by Eberl / McAuliffe to adopt the November 10, 2022 amended agenda. Motion carried unanimously.
Adopt minutes of previous meeting - October 25, 2022. Motion by McAuliffe / Puttkamer to approve the October 25, 2022 LRE Committee meeting minutes. Motion carried, unanimously.

- Discussion and possible action on request for GIS staff to attend the 2023 Esri Users Conference in San Diego – July 10-14, 2023. Motion by D. Polivka / R. Spencer to Approve 3 members of the GIS staff to attend the 2023 Esri Users Conference in San Diego – July 10-14, 2023. Motion carried, unanimously.
Register of Deeds
- Department report – B. Bailey provided the Register of Deeds Department report.
- Review and approval of vouchers – Bailey provided the vouchers in the amount of $8,680.00. Motion by P. Kinsman / R. Spencer to approve the vouchers in the amount of $8,680.00. Motion carried, unanimously.
Land Resources and Environment
- Department report – M. Schlupp provided the LRE department report.
- Review and approval of vouchers – M. Schlupp provided the vouchers in the amount of $15,759.36 for Conservation and Planning and Zoning; and $43,146.85 for Parks. Motion by McAuliffe / R. Spencer to approve the vouchers in the amount of $15,759.36 for Conservation and Planning and Zoning; and $43,146.85 for Parks. Motion carried, unanimously.
- Discussion and possible action on a Resolution Authorizing a Cropland Lease Agreement at the Sauk County Health Care Center. Motion by D. Polivka / P. Kinsman to approve the Resolution Authorizing a Cropland Lease Agreement at the Sauk County Health Care Center for 11.4 acres with Jason Bergman beginning January 1, 2023, for 5 years. Motion carried unanimously.
- Discussion and possible action on a Resolution Authorizing a Cropland Lease Agreement at the Sauk County Farm. Motion by P. Kinsman / V. McAuliffe to approve the Resolution Authorizing a Cropland Lease Agreement at the Sauk County Farm for 220 acres with Echo-Y, Inc. for $44,000 per year. Motion carried unanimously.
- Discussion and possible action on a Resolution Authorizing a Pasture Lease Agreement at the Sauk County Farm. Motion by V. McAuliffe / R. Spencer to approve the Resolution Authorizing a Pasture Lease Agreement at the Sauk County Farm for 5 years with Connor Laukant for $5,250 per year. Motion carried unanimously.
- Discussion and possible action on a Resolution Authorizing Sauk County to enter into a Memorandum of Understanding with the Sauk Soil & Water Improvement Group for Agricultural Demonstration and Research at the Sauk County Farm. Motion by V. McAuliffe / B. Lohr to approve the Resolution Authorizing Sauk County to enter into a Memorandum of Understanding with the Sauk Soil & Water Improvement Group (SWIGG) for Agricultural Demonstration and Research at the Sauk County Farm on 17 acres. Motion carried unanimously.

- Economic Development Committee – M. Krueger stated the Economic Development Committee had their annual fall summit and has hired a new director. A contract has been signed with Discover Media Works to promote what is unique to Sauk County and they recently released pieces on Ishnala and Circus World Museum. GSST update: A request for proposals was issued to select a firm to design and engineer the recreation bridge between and Dane and Sauk County. MSA was the only firm to submit a bid. The bridge would possibly be open in November or December of 2024.
- Mirror Lake District – M. Krueger stated the operation and maintenance of the two gabion baskets that are being installed at the outlet of lake for run off sediment were discussed. UW Platteville is partnering with various engineering projects including GSST, Dell Creek and some other projects for erosion and sediment control for senior engineering students. A meeting is scheduled for December 7th at 3pm to discuss the results of their work.
- Lake Virginia Management District – L. Eberl stated they have nothing to report
- Lake Redstone Management District – P. Kinsman stated they met and are applying for grants with WI DNR for waterway surveys.
- Southern Area Association – Wi Land and Water – P. Kinsman stated they have nothing to report
- Extension Education, Arts & Culture Committee – V. McAuliffe stated that there is nothing to report
