This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Spencer, L. Eberl, V. McAuliffe, R. Puttkamer, P. Kinsman

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by McAuliffe/Puttkamer to adopt the July 14, 2022 agenda as presented. Motion carried, all in favor.
Adopt minutes of previous meetings – June 28, 2022: Motion by Kinsman/McAuliffe to approve the June 28, 2022 LRE Committee meeting minutes. Motion carried, all in favor.

Communications: None
Surveyor
a. Department report – Dederich provided the Surveyor department report.
b. Review and approval of vouchers – Dederich provided the vouchers in the amount $9,300.00. Motion by McAuliffe/Eberl to approve the vouchers in the amount of $9,300.00. Motion carried, unanimously.
Register of Deeds
a. Department report – Chair Krueger stated Bailey was unable to attend the meeting. Krueger stated that if Committee members have any questions on the report they should contact Brent Bailey directly.
b. Review and approval of vouchers – Motion by Eberl/Kinsman, to approve the vouchers in the amount of $9,164.49. Motion carried, unanimously.
Land Resources and Environment
a. Department report – Wilson provided the LRE department report. Eberl asked where Fowler is at in populating the comprehensive reports for the Towns. Fowler explained. Eberl asked where H Hemlock Dam is at in the process. Wilson stated that the plans are being prepared by Ayres and we are waiting on the land use agreement for access.
b. Review and approval of vouchers – Wilson provided the vouchers in the amount of $21,584.69 for LRE and $18,713.23 for Parks. Motion by McAuliffe/Eberl to lay on the table 8b to figure out the discrepancy on the vouchers. Motion carried all in favor. Krueger brought item 8b back to the table. Motion by McAuliffe/Kinsman to approve the vouchers for LRE and Parks in the amount $40,297.92. Motion carried, unanimously.
Discussion and possible action on a Resolution Authorizing Amendments to the Sauk County Farm and Health Care Cropland and Pasture Lease Agreements.
Wilson provided the Resolution to Amend the Sauk County Farm and Health Care Cropland and Pasture Lease Agreement to have the leases start at the beginning of the year until the end of the year. Motion by McAuliffe/Eberl to approve a Resolution Authorizing Amendments to the Sauk County Farm and Health Care Cropland and Pasture Lease Agreements. Motion carried, unanimously with Kinsman abstaining.
Presentation on Bear Creek Agricultural Enterprises Area (AEA)
Sadler presented the Bear Creek Agricultural Enterprises Area. Eberl asked if they can opt out after the 10 years. Sadler explained the buy-out provisions. Polivka asked if a farmer must be a part of AEA. Sadler explained the voluntary nature of the program.
Discussion and possible action on dates for the Conservation and Park Tours
Wilson provided available dates for the Conservation and Parks tours. Motion by Spencer/McAuliffe to approve the Conservation Tour for September 30, 2022 and the Parks Tour for September 16, 2022, tentatively the tours will begin at 9:00 a.m. Motion carried, unanimously.
Discussion and possible action to accept quotes for the Horse Campground Wetland Delineation and Topographic Survey.
Fowler presented the proposals for the White Mound Horse Campground Wetland Delineation and the Topographic Survey. Fowler stated department would recommend the Resource Environmental Solutions with a bid of $3,200 for the wetland delineation, and Burse Surveying and Engineering with a bid of $3,030 for the Topographic Survey. Motion by Spencer/McAuliffe to approve the quotes for the Horse Campground Wetland Delineation and Topographic Survey at White Mound County Park. Motion carried, unanimously.
Discussion and possible action on a conditional use permit for the construction of a dwelling on 35 acres or greater, by Dennis and Laura Lee, located in Section 34, T12N R3E, Town of Ironton, Sauk County.
Christensen presented the background and history of the request. Motion by Kinsman/McAuliffe to approve a conditional use permit for the construction of a dwelling on 35 acres or greater, by Dennis and Laura Lee, located in the Town of Ironton. Motion carried, unanimously.

d. Economic Development Committee – Krueger stated they met on June 20, 2022. Krueger stated there was an introduction of the Development Director, Melanie Platt-Gibson. Krueger stated that Platt-Gibson will be holding listening sessions with department heads and supervisors. Platt-Gibson introduced John Zick from UW Platteville Engineering Department. Krueger stated that Mr Zick would be a potential resource with some projects. Krueger stated that Platt-Gibson is working with SCDC for their Executive director search. Krueger stated they talked about the DOT interstate expansion by Wisconsin Dells, received an update on the Explore Sauk County campaign, talked about the program that WCA put together with Discover Media Works that Sauk County is participating in, and received an update on the Great Sauk State Trail.
e. Mirror Lake District – Krueger stated they did not meet.
f. Lake Virginia Management District – Eberl stated they will meet next month.
g. Lake Redstone Management District – Kinsman stated they are continuing to work on the lake management plan implementation, preparing for the annual meeting in August and their normal summer activities.
h. Southern Area Association – Wi Land and Water – Kinsman stated they were meeting this morning during the Committee meeting.
Next meeting dates – Tuesday, July 26, 2022 and Thursday, August 11, 2022
Motion by Kinsman/McAuliffe to adjourn at 10:04 a.m. Motion carried, all in favor.
