Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, J. Fish, E. Peterson, D. Polivka
Excused absence: J. Lehman, N. Johnson
Others present: B. Cunningham, B. Michalek, B. Simmert, G. Templin, K. Felton, B. Bailey, W. Warren, A. Pape.
At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Peterson to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings–August 25: Motion by Polivka/Fish to approve the August 25 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment: None.
Communications:
- Letter to Town of LaValle. Michalek spoke of the letter sent to the Town of LaValle in response to their concerns regarding accessory structures located on vacant lots within their Township. The Committee discussed.
Report from Southwest Badger and future projects/goals and possible approval of 2016 budget request. Motion by Peterson/Polivka to give $1,250. Motion failed 2-3 with Ashford, Dietz and Fish in opposition. Wendy Warren, Executive Director of Southwest Badger appeared and provided a report to the committee. Motion by Dietz/Ashford to budget $2,500 with full reporting at the end of the year. Motion carried 4-1 with Peterson in opposition.
Land Records:
a. Department report and updates: Felton presented department report and reviewed with the Committee.
b. Review and approval of vouchers: Felton stated there are no vouchers for this month.
Register of Deeds:
a. Department reports and updates. Bailey reviewed his department report and updates.
b. Review and approval of vouchers. Bailey presented his vouchers in the amount of $10,328.07. Motion by Polivka/Fish to approve vouchers in the amount of $10,328.07. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Bindl Family Properties, LLC located in S8, T9N, R4E, Town of Franklin, Sauk County, pursuant to Subchapter IX of the Sauk County Code of Ordinances. Simmert appeared and reviewed the request for a conditional use permit for a PRD in the Town of Franklin, as well as approving a waiver from the setbacks for the shed and barn. Motion by Fish/Dietz to approve the conditional use permit for a PRD with the conditions. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Scott Fuchs located in S22 and 24, T9N, R5E, Town of Troy, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert appeared and reviewed the revised request for a conditional use permit for a PRD for Scott Fuchs, as previously presented at a prior committee meeting that had been postponed. He provided the committee with a revised map showing a new proposed PRD lot and easement area that also covers land in the Town of Prarie du Sac. Motion by Peterson/Fish to approve a conditional use permit for a PRD, with the condition that the Town of Prairie du Sac also approve the PRD easement request. Motion carried, all in favor.
Discussion of Chapter 7 amendment items, including Home-Based Business. Simmert provided a draft copy of the updated Chapter 7, Sauk County Zoning Ordinance, dated 9/10/15 and a hand out called Classifying Commercial Vehicles. Simmert advised of a public hearing at the first committee hearing in October and consideration by the County Board at their meeting in October.
Discussion and possible action on Conservation, Planning and Zoning schedule. Cunningham reviewed the proposed fee schedule with the committee. Motion by Fish/Dietz to approve the proposed fee schedule.
Conservation, Planning & Zoning Department:
a. Department report and updates. Cunningham reviewed the department report and provided updates to the committee.
b. Review and approval of vouchers. Cunningham reviewed the department vouchers. Motion by Polivka/Peterson to approve the vouchers in the amount of $47,612.15. Motion carried, all in favor.
c. Clean sweep discussion. Pape appeared and updated the committee on the upcoming Clean Sweep activities.

c. Foresters. No report.
d. Economic Development Committee. No report.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. Dietz stated they have a meeting coming up.

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, September 24, and Thursday, October 8. Motion by Polivka/Peterson to adjourn at 11:30 a.m. Motion carried, all members in favor.
