MOTION (Kriegl/Von Asten) to amend the minutes of the April 19, 2016 meeting by inserting the
following language after Item B. on Page 3 of the minutes: Rule VI C states, “Any member wishing
to speak to a question shall be permitted to do so at least once, and a motion for the previous
question shall not be in order until every member has had such opportunity”. It doesn’t matter
what round the discussion has evolved to. A motion to end debate is out of order if any board
member has not yet spoken on the issue and still wants to speak. The following motion and the vote
to end debate was out of order because several board members had not yet spoken on the issue
and wanted to speak.
VOTE: AYES: (7) Kriegl, Dietz, White Eagle, Hovde, Vedro, Von Asten, and Riek.
