SAUK COUNTY BOARD OF SUPERVISORS
MINUTES

Aging & Disability Resource Center Committee
Thursday, March 2, 2017 at 8:15 a.m.
Third Floor County Board Gallery Room 326A, West Square Building, 505 Broadway, Baraboo, WI 53913

Members Present:  Kriegl, Hovde, Spencer, Moore and Braunschweig (arrived at 8:22a.m.)
Members Absent:  None
County Personnel:  Susan Blodgett, ADRC, Quinn Hause, ADRC; Tony Tyczynski, Veterans

Others Present:  None

Chair Kriegl called the meeting to order at 8:20 a.m. and compliance with the Open Meeting Law was verified.

MOTION (Spencer/Moore) to adopt the amended agenda.  Motion carried unanimously and agenda adopted.

MOTION (Spencer/Hovde) to approve the minutes of the regular meeting on February 2, 2017.  Motion carried unanimously.

Public Comment:   None

Communications:  
A letter from a veteran to the County Board Chair was discussed, thanking the VSO office for assistance.

Next Meeting Date and Time:  
Next meeting date and time: Thursday, April 6, 2017 at 8:15 a.m. West Square Building, 3rd Floor County Board Gallery, Room 326A.  Moore reported that due to being out of the area, he will be unable to attend the April and May ADRC Committee meetings.

Sharing Duties of Agenda/Minutes/Notes Between VSO and ADRC:
After discussion, it was decided that Blodgett, Kitzinger and Tyczynski will meet to determine responsibilities and processes.

Tony Tyczynski, Veterans Service Office (VSO):
a) Tyczynski presented the annual report.
MOTION (Moore/Spencer) to approve annual report.  Motion carried unanimously.
b) Tyczynski presented the monthly report for his department.
MOTION (Moore/Braunschweig) to approve monthly report.  Motion carried unanimously.
 c-d)  Tyczynski presented budget report and financial, including monthly bills for his department. 
MOTION (Spencer/Moore) to approve bills for $1,773.55.  Motion carried unanimously.
e) Tyczynski presented the carry forward funds from Veterans Relief portion of budget.
MOTION (Moore/Spencer) to approve carry forward for $2,815.  Motion carried unanimously.

Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility. Evaluation of Veterans Service Officer:
MOTION (Moore/Spencer) to go into closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility. Evaluation of Veterans Service Officer. Roll Call:  AYES (5) Hovde, Kriegl, Spencer, Moore, Braunschweig.  NAYS (0).  Motion carried unanimously.

MOTION (Spencer/Braunschweig) to reconvene in open session immediately following closed session.  Motion carried unanimously.
 
Susan Blodgett, Aging & Disability Resource Center (ADRC):
a) Blodgett reviewed the 2016 annual report.
MOTION (Moore/Spencer) to accept the report.  Motion carried unanimously.
     Blodgett reviewed the January 2017 service trends and updates.
MOTION (Braunschweig/Spencer) to accept the report.  Motion carried unanimously.
b-c) Blodgett presented the monthly financial statement and a list of monthly invoices for her department.
MOTION (Moore/Spencer) to receive the report and approve the 2017 bills in the amount of $15,531.98.  Motion carried unanimously.
d) Blodgett updated the Committee on the Commission on Aging/ADRC Advisory Committee bylaws.  Discussion followed.
e) Blodgett presented an Art Request for Proposal and discussion followed.
MOTION (Moore/Spencer) to scrap the Request for Proposal (sign contest document) and to only post the County non-discrimination policy.  Motion fails:  AYES (1) Spencer.  NAYS (3) Hovde, Spencer, Kriegl.  ABSTENTION (1) Braunschweig.
MOTION (Spencer/Braunschweig) to accept the sign contest with changes in Judging: The top 3 finalists will be submitted to the following committees for final selection: Property and Insurance, Art, and ADRC.  Motion carried:  AYES (4) Hovde, Spencer, Kriegl, Braunschweig.  NAYS (1) Moore. 

Aging & Disability Resource Center of Eagle Country Board Update:
No update; monthly meeting cancelled due to weather.

Aging & Disability Resource Center Advisory Committee:  
No update; quarterly meeting scheduled for February 28, 2017 was not held due to lack of quorum.  Meeting to be rescheduled on March 7 or 14.

Transportation Coordination Committee:  
No update; quarterly meeting scheduled for February 28, 2017 was not held due to lack of quorum.  Meeting to be rescheduled on March 7 or 14.

Next Meeting Agenda Items:  No new items requested at this time.

MOTION (Spencer/Braunschweig) to adjourn until Thursday, April 6, 2017 at 8:15 a.m.  Motion carried unanimously and the meeting adjourned at 11:25 a.m.
