At 9:00 a.m. Chair Lehman called the Planning, Zoning and Land Records Committee to order and certified to be in compliance with the Open Meetings Law.
Chair Wiese called the Land Conservation Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Borleske/Puttkamer to adopt the amended agenda. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor.
Adopt minutes of previous meetings: Motion by Gaalswyk/Halfen to adopt the minutes of the meeting on August 11 of the Planning, Zoning and Land Records Committee and Land Conservation Committee. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor.
Public comment: None.
Communications:
a. Thursday Note(s): None.
b. Retirement of Bob Roloff on Board of Adjustment (BOA): Michalek and Krueger updated on the status of finding a replacement for Roloff. Krueger is also working to refill Kathy Zowin’s position; she resigned effective September 1 from the County Board and county committees. Krueger provided Zowin’s letter of resignation for the record. At a future meeting will need to elect a secretary for the Land Conservation Committee to replace Zowin.
c. There has not been any communication received from Mundth regarding an appeal.
Review and approval of possible sale of approximately one acre in section 34 at county farm. Part of parcel 030-1085-00000: Michalek and Stanek presented a map showing the location of the property for sale. This is just an effort to clean up this location. It has no significant value to the county farm for rental income, etc. Not surveyed separately. The LCC is in charge of managing the county farm, but the sale will need to go back before the Property & Insurance (P&I) Committee on September 13. Discussion regarding Frank’s driveway location. Liebman sent a letter to Frank. Motion by Borleske/Puttkamer to sell property. Motion carried, all LCC members in favor. Recommended it should be clarified that it is a non-buildable lot and that P&I look at restricting activity (sign placement on property with a deed restriction).
Review and approval of 2012 Wildlife Damage Abatement Program Budget: Peterson presented the 2012 budget. Motion by Borleske/Puttkamer to approve the 2012 Wildlife Damage Program budget in the amount of $10,192.78. Motion carried, all LCC members in favor. Will bring approval for crop prices to November meeting.
Review and approval of machine shed door repairs at county farm: Stanek reviewed the door concerns for the machine shed at the county farm. Approval of repairs need to be approved by P&I. Three bids have been received for the repair. Discussion on whether it pays to repair, if the shed should be rented out in the future, and alternate uses of the shed. Motion by Borleske/Wiese to repair the machine shed with Hartje bid and include two service doors not to exceed $5,900. Motion by Kriegl/Puttkamer to postpone the door repairs for one month and explore tearing it down and selling it. Motion carried with Borleske, Puttkamer, Kriegl in favor and Wiese opposed.
Discussion and possible action on county farm lease agreements – cropland, pasture, machine shed, and barn: Stanek and Michalek discussed the county farm and Reedsburg Health Care Center leases. Decided to leave county farm lease terms at three years and bid them separately. CPZ will bring something to the October meeting and bid by November 1. Motion by Puttkamer/Borleske to get the cropland leases with a November 1 deadline with a three-year term for the HCC (not pasture, machine shed, barn). Motion carried, all LCC members in favor. Will talk with Corporation Counsel regarding the conditional use permit for Reedsburg Health Care Center crop lease.
Possible action on notices of noncompliance: Stanek informed the LCC that Craig and Rebecca Meyer and Howard Engel have requested to opt out of the Farmland Preservation Program Exclusive Agriculture zoning; they have denied the inspection and do not want to meet the provisions. There is no fine and they have the option to withdraw during the annual zoned township signup. The LCC Chair signed a voluntary notice of noncompliance; no other action required.
Discussion and possible action regarding the Badger Coulee Transmission Line proposed by American Transmission Company: Handouts from Bev Vaillancourt were provided to the committees. Krueger and Michalek had agreed to not use a lot of staff time but to consolidate what has been done by municipalities regarding this. Will bring this information to a future meeting.
There was a brief recess.
Conservation, Planning and Zoning Department:
a. Monthly reports and department updates: Michalek reviewed the reports.
b. Review and approval of vouchers: Motion by Ashford/Gaalswyk to approve vouchers in the amount of $43,282.92. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor. Recommendation for CPZ along with other departments to look into a vehicle maintenance program and possibly utilize the highway department.
c. Review and possible action on 2012 budget: There are a lot of adjustments within the budget. It was agreed to hold a separate meeting on the 2012 budget.
Reports:
a. Natural Resources Conservation Service (NRCS) report: Brereton reviewed the Operation and Maintenance Agreement for the three Public Law 566 Flood Control Structures. This agreement was signed by Sauk County and NRCS in 1975. County agreed to do an annual inspection of the structures and to provide a copy of the inspection to NRCS. County also agreed to do any repairs that were needed. Brereton reported on the deficiencies found during the inspection done in fall of 2010. None of the dams have warning signs as required by state law. The White Mound dam has a fence bolted to the trash rack, and this fence needs to be removed.
USDA is reaching out to Hispanic and/or women farmers to see if they feel they have been improperly denied farm loans between 1981 and 2000. There is a number to call which is available in the NRCS and FSA offices.
NRCS is completing all the plans for the 2011 Conservation Reserve Program (CRP) signup.
b. Farm Service Agency (FSA) report: Norgard reported they had 51 accepted out of 55 offers for the general CRP signup; 46 out of 51 went through. Third or fourth highest county in Wisconsin. Still have continuous signups. Farm Bill expires next September.
c. Foresters’ report: None.
d. Economic Development Committee report: Gaalswyk reported they toured the community forest.
e. Mirror Lake District report: None.
f. Lake Virginia Management District report: Murray’s report was included in the packets.
g. Lake Redstone Management District report: Next meeting is September 13.
Next meeting of the Planning, Zoning & Land Records Committee and Land Conservation Committee will be held on Wednesday, September 14, at 6:30 p.m. in B30.
Motion by Halfen/Nobs to adjourn at 12:08 p.m. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor.
