Sauk County, and as further described in Petition 22-2019. Tax Parcel Identification number

10. Discussion and possible action on a Resolution Adopting Extension of the Existing Sauk
County Comprehensive Plan.

Conservation, Planning, and Zoning (CPZ) Committee members present: M. Krueger (9:08 a.m.), J. Dietz, G. Johnson, C. Whitsell, B. Newport, C. Spencer, J. Berlin, and R. Puttkamer.
Absent: None.
Others present: L. Wilson, G. Templin, B. Simmert, and C. Fowler, See Registration slips for others.
At 9:04 a.m. Chair Spencer, called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Berlin/B. Newport to adopt the agenda as discussed. Motion carried, all in favor.
Adopt minutes: Motion by C. Whitsell/G. Johnson to approve the November 14th LRE minutes. Motion carried, all in favor.
Public Comment: None.
Communication: None.
Review and approval of vouchers – LRE. Motion by C. Whitsell/G. Johnson to approve the vouchers as submitted. Motion carried, all in favor.
Review and approval of vouchers – Surveyor Motion by C. Whitsell/G. Johnson to approve the vouchers as submitted. Motion carried, all in favor.
Discussion and possible action on final plat approval for Timber Run Subdivision by C.V. Timber Run, LLC located in Section 1, T8N, R3E, Town of Spring Green, Sauk County, Wisconsin. Simmert appeared and reviewed the final plat, as well as the declaration of restrictions, covenants and easement associated with the subdivision plat. He confirmed the Town has approved the plat. Motion by G. Johnson/B. Newport to approve the final plat of Timber Run Subdivision. Motion carried, 7-0 with Krueger abstaining.

Cassandra Fowler, Land Resources and Environment, appeared and presented the background and history of the request, findings of fact and recommended conditions should the committee chose to approve the conditional use permit.
Jennifer Frey, applicant, owner, requesting a conditional use permit to continue to work out of their barn.
Johnson asked if they generate hazardous waste. Frey stated they have wash tanks. A contractor removes it from the site and they maintain a file on that.
Dennis Frey, applicant, appearing in favor, stated they went through the process and were approved to start the business. They have grown and are asking to continue to run the business out of a restored barn.
Seeing that no one else wishes to speak, Chair Spencer closed the public portion of the hearing at 9:30 a.m. and the committee began deliberation.
Motion by M. Krueger/C. Whitsell to approve conditional use permit 20-2019, with the conditions recommended by Land Resources and Environment. Motion carried, all in favor.
Discussion and possible action on a Resolution Adopting Extension of the Existing Sauk County Comprehensive Plan. Wilson spoke of the purpose of the resolution and answered questions. Motion by J. Berlin/G. Johnson to adopt the resolution to Adopt the Extension of the Existing Sauk County Comprehensive Plan. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing the Underground Electric Easement for Alliant Energy Through the Sauk County Forest. Wilson explained the purpose of the resolution and background behind the easement request. Motion by C. Whitsell/J. Berlin to approve the resolution Authorizing the Underground Electrical Easement for Alliant Energy Through the Sauk County Forest. Motion carried, all in favor.
Discussion on possible use(s) of carryforward funds Krueger explained the carryforward fund balance of $26,334 for discussion and provided a history of the funds. He suggested to put $10,000 towards signage in Badger, $1200-$1500 to DropLine Productions to produce a professional 5-10 minute video to be used for educational and fundraising purposes, and an informational sign detailing or bench dedicated to the BOMC or to allow the Conservation Alliance to undertake a prairie restoration dedicated to the BOMC. He advised that the resolution would be developed and brought to the committee on December 12th. The committee discussed. Motion by C. Whitsell/J. Berlin to request Krueger to develop a plan for the spending of the Badger carryforward funds and bring to the committee in a resolution for the next meeting. Motion carried, all in favor.
Next meetings of the Land Resources and Environment Committee will be held on Thursday, December 12th and Thursday January 9th, 2020.
Motion by C. Whitsell/M. Krueger to adjourn the meeting at 9:52 p.m. Motion carried, all in favor.
