Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport.
Absent: G. Johnson, S. Laubscher.
Others present: L. Wilson, G. Templin, M. Keenan, B. Bailey, B. Simmert, C. Miller.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Dietz/C. Spencer to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by C. Spencer/B. Newport to approve the September 26, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Wilson spoke of a letter received by the DNR regarding the department’s shoreland ordinance and required amendments, due to recent legislation changes by the State.
Krueger spoke of a resolution providing financing/grant for the build-out of the 2nd phase of the Great Sauk State Trail and the grant application being fully funded.
Discussion and possible action on a resolution Authorizing the Director of Conservation, Planning and Zoning to Complete and Submit the Permission to Conduct Surveys for Northern Natural Gas at the Sauk County Farm. Wilson spoke of reaching out Northern Natural Gas after the last meeting to gain more information and did not obtain anything additional. She explained that their process seems to be different than we experienced with ATC and put this on the agenda to get more direction from the Committee. She confirmed that once they complete their surveys, they will then reach out the county to identify where their proposed site locations would be. Newport suggested not signing the resolution to allow surveying until someone from the company comes to speak to the committee and provides more information on the project. Spencer agrees with Newport. Krueger suggested allowing the survey to get more information. The committee also discussed the possibility of eminent domain. Motion by Krueger/C. Spencer to approve the resolution Authorizing the Director of Conservation, Planning and zoning to Complete and Submit the permission to Conduct Surveyors for Northern natural Gas at the Sauk County Farm, contingent on the survey work being completed with coordination through the Director.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $7,672.00. Motion by M. Krueger/J. Berlin to approve vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $27,610.26. Motion by C. Spencer/J. Dietz to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion on Conservation Observance Day donations, purchases and remaining balance. Keenan reviewed the donations received and remaining funds, which will be used for hosting an educational event with a soils expert in February of 2019.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Harry Zastrow located in Section 9, T11N R5E, Town of Freedom, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert reviewed the history and background information for the conditional use permit for a PRD and verified the Town of Freedom has recommended approval. Motion by C. Spencer/J. Dietz to approve the conditional use permit/PRD for Zastrow. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Krey located in Section 3, T10 R4E, Town of Franklin, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert reviewed the history and background information for the conditional use permit for a PRD and verified the Town of Franklin will be meeting tonight to review the request. Motion by J. Berlin/B. Newport to approve the conditional use permit/PRD for Krey. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller provided program updates, due to lack of a Farm Bill.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Krueger provided an update from the last meeting: Higgs (Tri-County Airport update), SCDC housing study, EDC budget, Bldg Services/Broadband service via fiber, and Mid Continent Rail funding request for a bridge.
e. Mirror Lake District. Krueger stated they have not held a meeting – no report.
f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz stated they are rearranging their dredging plan with multiple land owners next to the lake to take the sediment/soil, rebidding, additional barges, and a new request will be coming to the county in the future for funding.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, October 23rd at 9:00 a.m. and Thursday, November 8th, 2018 at 9:00 a.m. Motion by J. Dietz/C. Spencer to adjourn the meeting at 10:10 a.m. Motion carried, all in favor.
