Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport, S. Laubscher, G. Johnson.
Absent: None.
Others present: L. Wilson, G. Templin, M. Keenan, B. Simmert, K. Norgard., S. Pate, P. Kloppenburg.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Dietz/J. Berlin to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by C. Spencer/S. Laubscher to approve the June 26, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Keenan provided information regarding the Wisconsin Land and Water Conservation sponsoring a SAA tour on August 1st in Dodge County. She also spoke of looking for possible dates on a field day for the committee to look at conservation projects around Sauk County. Potential dates include September 6, 7,12, 14, October 2, 5, 10, 12th.
Wilson spoke of the meeting on August 9th being in the County Board room due to amendments brought forward on Chapter 25.
Land Records
a. Department report and updates. Pate provided a department report and updates for the Land Records department.
b. Review and approval of vouchers. Pate reviewed vouchers in the amount of $9,669.74. Motion by C. Spencer/S. Laubscher to approve vouchers as submitted. Motion carried, all in favor.
c. Review and possible approval of 2019 Lan Records Vision, Mission, Goals and Objectives. Pate reviewed the budget history and background and then the vision, mission, goals and objectives for 2019. Motion by J. Berlin/J. Dietz to approve the 2019 vision, mission, goals and objectives as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Templin provided the report in Bailey’s absence.
b. Review and approval of vouchers. Templin reviewed the vouchers in the amount of $8,742.03 in Bailey’s absence. Motion by S. Laubscher/J. Berlin to approve vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $31,209.92. Motion by C. Spencer/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on the use of the County Farm as part of Fermentation Fest. Wilson spoke about this request and believes this has been pulled as a request.
d. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Gary & Susan Johnson located in Section 34, T9N, R4E, Town of Spring Green, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert reviewed PRD request from Gary and Susan Johnson, verified the Spring Green Town Board has approved the request. Motion by J. Berlin/C. Spencer to approve the PRD request for Gary and Susan Johnson. Motion carried, all in favor. Motion carried.
Reports
a. Natural Resources Conservation (NRCS). No report.
b. Farm Service Agency (FSA). Norgard provided a department report.
c. Foresters. Kloppenburg appeared and provided an update. The Forester office is moving to 124 2nd Street, Room 31, Baraboo. Telephone numbers will be changing and they will have cellphone numbers. He also provided information on upcoming events.
d. Economic Development Committee. Krueger gave an update on the Economic Development committee and provided information regarding the Future Regions project as well as discussed implementing a budget specific to the committee that would enable them to fund programs.
e. Mirror Lake District. Krueger updated on a meeting held by the Mirror Lake District, the construction of a shed on DNR land, and a potential outside agency request of $10,000.
f. Lake Virginia Management District. No Report.
g. Lake Redstone Management District. Dietz stated Lake Redstone Management District rejected all the bids, as they came in way too high or were incomplete and believes they will put it out for re-bidding.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, July 24th at 9:00 a.m. and Thursday, August 9th, 2018 at 9:00 a.m. Motion by C Spencer/J. Dietz to adjourn the meeting at 9:54 a.m. Motion carried, all in favor.
