Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport, S. Laubscher
Absent: G. Johnson (excused).
Others present: L. Wilson, G. Templin, M. Keenan, B. Bailey, C. Miller, A. Kleczek-Bolin, T. McCumber, C. Ecklund.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Spencer/J. Dietz to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by J. Berlin/S. Laubscher to approve the May 22nd minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Register of Deeds
a. Department report and updates. Bailey reviewed the department report and updates.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $10,091.61. Motion by C. Spencer/J. Berlin to approve vouchers as presented. Motion carried, all in favor.
c. Review and possible approval of Mission, Vision and Goals for ROD. Bailey reviewed the draft Mission, Vision, and Goals. Motion by J. Berlin/S. Laubscher to approve the Mission, Vision and Goals. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $28,828.21. Motion by J. Berlin/C. Spencer to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action authorizing the Conservation, Planning and zoning Director to enter into a Regional Conservation partnership Program Agreement with the USDA-Natural Resources Conservation Services. Gus Johnson, RCPP Program Manager appeared and provided an overview of the program. Motion by C. Spencer/J. Berlin to approve the resolution to authorize the Conservation, Planning, and Zoning Director to enter into a Regional Conservation Partnership Program Agreement with the USDA-Natural Resources Conservation Services. Motion carried, all in favor.
d. Discussion and possible action on teacher scholarship application. Keenan appeared and reviewed the teacher scholarship application.
e. Discussion on Chapter 8, Sauk County Shoreland Protection Ordinance. Tim McCumber appeared and spoke of Chapter 8 regulations on height restrictions and provided photos. Phil Simon, Simon Builders, stated he wasn’t able to build any walk-out basement homes in the Town of Merrimac shoreland district because of county’s shoreland ordinance. Robert Proctor, appearing, stated that he doesn’t believe when the shoreland ordinance was adopted that the county had any public input or notified the lake districts of the changes that would be implemented. Chad Lawler also introduced and identified how he disagree with the County’s shoreland ordinance. General consensus was provided by the committee to have staff research and provided further information to the Committee at a future date for consideration.
Discussion and possible action on a conditional use permit for three Planned Rural Development (PRD) lots for Myrna Armstrong located in Section 35, T12N, R5E, Town of Excelsior, pursuant to Chap 7 of the Sauk County Code of Ordinances. Simmert reviewed the history and background behind the request, as well as conditions related to approval of the PRD. Motion by J. Berlin/C. Spencer, to approve a conditional use permit for three Planned Rural Development (PRD) lots. Motion carried, all in favor.
Discussion on outside agency budget request: Lake Redstone Protection District Board. Chuck Ecklund, Chairman of the Lake Redstone Protection District, appeared and spoke of the dredging project that is taking place on Lake Redstone and their request for funding from Sauk County.

a. Natural Resources Conservation (NRCS). Miller provided a department report.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Krueger gave an update on the Economic Development committee and provided information regarding the Future Regions project..
e. Mirror Lake District. Krueger updated on the two meetings held by the Mirror Lake District.
f. Lake Virginia Management District. No Report.
g. Lake Redstone Management District. Dietz updated on additional information not previously reported.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, June 26th at 9:00 a.m. and Thursday, July 12th, 2018 at 9:00 a.m. Motion by C Spencer/J. Dietz to adjourn the meeting at 11:00 a.m. Motion carried, all in favor.
