Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport, G. Johnson (9:25 a.m)
Absent: S. Laubscher (excused).
Others present: L. Wilson, G. Templin, M. Keenan, B. Bailey, K. Felton, C. Miller.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Spencer/J. Dietz to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by J. Berlin/B. Newport to approve the April 26th minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Keenan provided a communication regarding Conservation Observation Day to be held at the Yanke farm on August 17th, 2018.
Land Records:
a. Department reports and updates. Felton reviewed the department report and updates.
b. Review and approval of vouchers. Felton reviewed vouchers in the amount of $15,853.84. Wenzel questioned the invoice/payment for the corner sections. Felton explained the need for additional work and verification. Wenzel verified someone was reviewing this work and let Felton know that if they notice that he has done survey work where they need coordinate information, to email him and he would assist. Motion by J. Dietz/C. Spencer, to approve vouchers in the amount of $15,853.84. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report and updates.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $8,681.59. Motion by C. Spencer/J. Dietz to approve vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $11,795.35. Motion by C. Spencer/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Overview of Conservation services and programs. Keenan reviewed state and local conservation services and programs, and provided clarification on how they impact the county and the department’s work. She also explained how the programs and services may impact the committee. Keenan provided ordinance provisions, LWRM Plan information, program sheets, etc.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Chris Meyer located in Section 20, T11N R4E, Town of Westfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert explained the conservation easement program and the history behind the county program. He then reviewed the history and background of the conditional use permit request, as well as the standards that must be met for the conditional use to be approved. He also verified that the Town of Westfield has approved the request. Motion by C. Spencer/J. Berlin to approve the conditional use permit for a PRD for Meyer in the Town of Westfield. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Arthur & Helen Adler located in Section 25, T12N R4E, Town of Reedsburg, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Simmert reviewed the conditional use permit request, background and history of the property as well as the standards that must be met for the conditional use to be approved. He also reviewed the density calculation, the findings of fact and approval by the Town of Reedsburg. Motion by C. Spencer/J. Dietz to approve the conditional use permit for a PRD for Adler in the Town of Reedsburg. Motion carried, all in favor.
Discussion and possible action on a conditional use permit to construct a single family residence in the Exclusive Agriculture zoning district on a parcel greater than 35 acres located in Section 12, T11N R4E, Town of Westfield, pursuant to Chap 7 s. 7.074(3) of the Sauk County Code of Ordinances. Simmert reviewed the history and background behind the program to build on acreage less than 35 acres. He then reviewed the standards required to approve the conditional use permit. Motion by J. Berlin/J. Dietz, to approve a conditional use permit to construct a single family residence in the Exclusive Ag zoning district on a parcel greater than 35 acres. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller introduced himself, described the role of his department and provided a department report.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. No report.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. Johnson stated they last met in March. No future meeting date has been determined.
g. Lake Redstone Management District. Dietz stated they met on May 8th and the protection district would like Sauk County to help pay for the dredging project. He spoke of the upcoming meetings in June and asked for the Department to provide information showing how much the work the department has put into the efforts around the lake. Dietz and Krueger spoke of the expense and work done on the dam. Wilson stated that the Department could pull some information together for the upcoming meetings.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, May 22nd at 9:00 a.m. and Thursday, June 14th, 2018 at 9:00 a.m. Motion by C Spencer/J. Dietz to adjourn the meeting at 11:13 a.m. Motion carried, all in favor.
