Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, C. Pettersen, J. Ashford, J. Dietz, C. Spencer.
Absent: M. Flint (excused), S. Laubscher (excused).
Others present: L. Wilson, G. Templin, M. Keenan, K. Felton, , M. Krueger.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J Ashford/C Spencer to adopt the agenda as presented. Motion carried, all in favor.
Motion by C Pettersen/C Spencer to approve the December 14th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Marty provided a communication (email) from Laura Olah regarding well testing in the path of Badger. Lisa advised the committee of the reappointment of Laubscher as the FSA representative on the CPZ committee.
Discussion and possible action on items from USDA Wildlife Services – Phil Peterson
a. Establishment of 90% harvest date. Peterson explained the establishment of the 90% harvest date. Motion by C Spencer/C Pettersen to set the establishment date at December 7, 2017. Motion carried, all in favor.
b. Crop price establishment. Peterson explained the crop price establishment. Motion by C Spencer/J Ashford to set the crop price at $3.24. Motion carried, all in favor.
c. 2017 Claim approval. Peterson reviewed the compensation claim for Frank Dwyer – with a payable claim of $2,539.06, after a $500 deductible. Motion by C Spencer/J Dietz to approve the claim in the amount of $2,539.06. Motion carried, all in favor.
Land Records Modernization
a. Department reports and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed the vouchers in the amount of $1,000.88 and $12,958.00. Motion by C Pettersen/J Ashford to approve the vouchers for $1,000.88 and $12,958.00. Motion carried, all in favor.
c. Discussion and possible action on request for GIS staff to attend the 2018 Esri Users Conference in San Diego July 9-13, 2018. Felton discussed the conference and training that takes place. Motion by J Ashford/J Dietz to approve the request to attend the 2018 Esri Users Conference. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $68,421.70 and $3,047.00. Motion by C Spencer/J Dietz to approve vouchers in the amount of $68,421.70 and $3,047.00. Motion carried, all in favor.
c. Discussion and possible action on scholarship options for farmers. Keenan explained scholarship options the department would like to provide for farmers to attend trainings or conferences. Motion by C Pettersen/C Spencer to support scholarship options for farmers, with the condition that corporation counsel supports it. Motion carried, all in favor.
Discussion and policy direction on Chapter 8: Sauk County Shoreland Protection Ordinance - Wilson explained the background behind the discussion of the questions on Chapter 8. The committee suggested the staff review the ordinance and also get the option of the local lake’s districts. Updates will be provided to the committee at a future meeting for further discussion.
White explained how the board adjustment looks at minimizing issues on the shoreland and impacts on the shoreland.

c. Foresters. No report.
d. Economic Development Committee. Polivka provided an updated on the most recent meeting regarding the placemaking project, broadband, and the Great Sauk State Trail.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz spoke of dredging to take place and working on financing to fund the project, working with farmers on lake protection and the status of the dam.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, January 23rd at 9:00 a.m. and Thursday, February 8th , 2018 at 9:00 a.m. Motion by C Pettersen/C Spencer to adjourn the meeting at 10:10 a.m. Motion carried, all in favor..
