Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, C. Pettersen, J. Ashford, C. Spencer, J. Dietz, M. Flint, S. Laubscher.
Absent: S. Laubscher.
Others present: G. Templin, M. Keenan, L. Wilson, M. Krueger.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by M. Flint/C. Spencer to adopt the agenda. Motion carried, all in favor.
Motion by C. Spencer/C. Pettersen to approve the October 24th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications: Krueger spoke of the resignation of Eric Peterson, District 26 and the recommendation of the Board will be to leave the seat vacant and allow qualified electors to take out papers on December 1st and fill the vacancy in April.
Wilson/Keenan spoke of a communication regarding the FPP in the Sauk Prairie communities in the Extra Territorial jurisdictions and not certifying their zoning jurisdictions and updating maps to make parcels eligible for FPP.
Keenan spoke of the Ag Plastics update regarding the dumpsters that are placed on farmers properties.
Register of Deeds Department
a. Department report. Bailey appeared and provided his department.
b. Review and approval of vouchers Bailey reviewed vouchers in the amount of $10,012.92. Motion by C. Spencer/M. Flint to approve the vouchers in the amount of $10,012.92. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department Report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin provided vouchers in the amount of $44,799.02. Motion by M. Flint/C. Spencer to approve the vouchers in the amount of $44 ,799.02. Motion carried, all in favor.
Discussion and possible action on County Farm Demolition/Recycling project. Wilson provided a copy of the one bid received on the RFB. Flint asked why the property would not be turned into crop land. Keenan explained. Flint stated that the concrete slabs would work for the Park’s Department on boat landings. Committee decided to wait until the next meeting to make any decisions on the bid, and to talk to the Highway Department on what can be done. Flint asked for this item to be placed on the next meeting agenda after we have reviewed with Highway/Parks.
Discussion and possible action on CPZ committee dates for 2018 - Templin presented recommended committee meeting dates for 2018. Motion by M. Flint/C. Spencer to approve the CPZ committee dates for 2018 as presented. Motion carried, all in favor.
Reports:
a. Natural Resources Conservation District (NRCS) – Miller appeared and provided an update.
b. Farm Service Agency (FSA) – Norgard appeared and provided an update.
c. Foresters – No report.
d. Economic Development Committee – Polivka spoke of October 23rd meeting and approval of donation of rail ties, Baraboo River Cooridor Plan, job description for Placemaking Planner/Community Liasion, and process for Sauk County Logo redesign.
e. Mirror Lake District – No report at this time.
f. Lake Virginia Management District – No report at this time.
g. Lake Redstone Management – Dietz provided the minutes from a meeting that was held on November 7th with representation from DNR and Wilson.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, November 28th and Thursday December 14th, 2017.
Motion by M. Flint/C. Spencer to adjourn at 10:15 a.m. Motion carried, all in favor.
