CONSERVATION, PLANNING, AND ZONING COMMITTEE

County Board Room, Sauk County West Square Building

 

Conservation, Planning, and Zoning (CPZ) Committee members present:  D. Polivka, C. Pettersen, J. Ashford, C. Spencer,  J. Dietz.

 

Absent:  M. Flint, E. Peterson, S. Laubscher.

 

Others present:   G. Templin, M. Keenan, B. Bailey, K. Felton, W. Warren, M. Rogers.

 

At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law. 

 

Adopt agenda:   Motion by J. Ashford/C. Spencer to adopt the agenda. Motion carried, all in favor.

 

Motion by C. Spencer/C. Pettersen to approve the September 26th CPZ Committee meeting minutes.  Motion carried, all in favor.

Public Comment:

Michael Rogers, resident of Town of Prairie du Sac, stated he purchased a lot Harlow Acres with house, spoke of putting a pole shed with a secondary pole shed.  He spoke of putting a shed into a waterway that is located near his shed and putting fill under the shed.  He explained the ordinance and not being able to build his shed.  He spoke of being disappointed that no one came to look at his property or even willing to work with him.  He was also disappointed that the gentleman reviewing his permit lost his paperwork when he did comply with the size of the shed and asked to proceed with his permit.

 

Communications:  None.

 

Appearance and discussion and possible action on budget funding request from Southwest Badger Resource  Conservation & Development Council – Wendy Warren. Warren appeared and reviewed the 1st and 2nd quarter report.  She also made a request to the committee to continue the $2500 membership (budget funding request) for 2018.  Motion by J. Dietz/C. Spencer to approve the membership with Southwest Badger at $2,500.  Motion carried, all in favor.

 

Register of Deeds Department
a.  Department report.

b.  Review and approval of vouchers  Bailey reviewed vouchers.  Motion by C. Pettersen/C. Spencer to approve the vouchers in the amount of $8,547.00.  Motion carried, all in favor.

 

Land Records
a.  Department report.  Felton appeared and provided the Department report.
b.  Review and approval of vouchers.  Felton reviewed vouchers.  Motion by C. Spencer/J. Dietz  to approve the vouchers in the amount of $5,994.58.  Motion carried, all in favor.

 

Conservation, Planning and Zoning Department

a.  Department Report.   Templin/Keenan reviewed the Department report.

b.  Review and approval of vouchers.   Templin provided vouchers in the amount of $28,840.08.  Motion by C. Spencer/C. Pettersen to approve the vouchers in the amount of $28,840.08.  Motion carried, all in favor.

c.  Review and approval of possible approval of changes to the County Farm and Health Care Center cropland and pasture leases.  Keenan reviewed the draft leases and the change request to go to 5 years.   She verified that Corporation Counsel has reviewed and asked to updated insurance language on the Reedsburg property.  Motion by C. Pettersen/C. Spencer to approve the changes to the County Farm and Health Care Center cropland and pasture leases.  Motion carried, all in favor.

a.  Natural Resources Conservation District (NRCS) – No Report.

b.  Farm Service Agency (FSA) – No Report.

c.  Foresters

d.  Economic Development Committee – No Report.

e.  Mirror Lake District – No Report.

f.  Lake Virginia Management District – No Report.

g. Lake Redstone Management – Dietz spoke of the dredging project and requested assistance from staff regarding possible permitting on filling and grading for spoils on neighboring properties, as well as possible NRCS permitting for draingage work associated with the project.  Templin to follow up with staff.
 

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, October 24th and Thursday November 9th, 2017.


Motion by C. Spencer/C. Petteren to adjourn at 10:30 a.m.  Motion carried, all in favor.
