Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, J. Ashford, C. Pettersen, C. Spencer, J. Dietz, and S. Laubscher.
Absent: M. Flint
Others present: L. Wilson, B. Simmert, G. Templin, B. Bailey, K. Felton, K. Norgard, M. Krueger, C. Miller, C. Eder-Sklar, B. Ginther, R. Blakeslee and G. Hausner.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Ashford/S. Laubscher to adopt the amended agenda with the change to the next meeting dates. Motion carried, all in favor.
Motion by C. Pettersen/C. Spencer to approve the May 23rd CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
Corene Eder Sklar, spoke of the farm she owns in the Town of Washington and the need to have a survey done and the proposed sale of the property. She spoke of issues she had working with the county surveyor and getting her survey recorded.
Bob Ginther, Cross, Jenks, Mercier, Maffie, spoke of the scope of the county surveyor’s duties and the issues the public are currently having due to this person critiquing their work or denying CSMs or objecting to the way the work was done.
Communications:
Wilson spoke of a Wisconsin Shoreland Initiative and provided a handout explaining. The committee requested to have this topic on the next agenda for discussion and action.
Discussion and possible action pertaining to the County Surveyor Liebman appeared and stated that the position of Corporation Counsel is that they concur with Attorney Ginther. The county ordinance does have additional responsibilities for the County Surveyor, however, they do not include critiquing other surveyors work. O’Rourke appeared and stated that she reviewed state stats and the Attorney General’s opinion in regards to reviewing CSMs and his duties do not extend to denying CSMs. She stated it does allow him to review for compliance, however it does not allow him to reject a survey or allow him to refuse to file a survey.
Krueger appeared and spoke of the phone calls that he received from property owners including Steve Miller and Corene Sklar, which delayed a property transaction because the County Surveyor was holding up surveys.
The committee discussed opportunities for a solution. They requested the Admin Coordinator, Director of CPZ, and Corporation Counsel to meet with the County Surveyor to discuss a solution and then have an agenda item on the next meeting, along with clarification on options the Committee can take, as well as the CSM review process.
Land Records Modernization
a. Department reports and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Motion by E. Peterson/J. Ashford to approve the vouchers in the amount of $15,435.00. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey appeared and reviewed the department report. He spoke of request for refunds of escrow monies. Motion by S.Laubscher/J. Ashford to refund the monies if a request has been made in writing. Motion carried, all in favor.
b. Review and approval of vouchers for April in the amount of $8,694 and May for $10,308.05. Motion by S. Laubscher/C. Spencer to approve vouchers for April and May in the amount of $8,694 and $10,308.05. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Wilson reviewed the Department report, and the solar project in detail with the Committee, as provided in the report attachments. Committee members discussed the lack of input provided to them and the fact that the contract is not being followed in regards to oversite. Krueger provided the committee with a copy of the contract and oversite was reviewed. Wilson spoke of the report provided by Southwest Badger and referred to Dietz. Dietz reviewed Southwest Badger projects. Gene Hausner expanded on Southwest Badger’s report.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $48,299.89. Motion by E. Peterson/C. Spencer to approve vouchers for a total amount of $48,299.89. Motion carried, all in favor.
c. Discussion and possible action on Mission, Vision and Goals. Motion by J. Ashford/S. Laubscher to approve the Mission, Vision and Goals for 2018. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Chris Miller appeared and provided a department update for NRCS.
b. Farm Service Agency (FSA). Norgard appeared and provided a department update for FSA.
c. Foresters. No report.
d. Economic Development Committee. Polivka provided an update for EDC, towers update from Bug Tussel/AT&T, Design Reedsburg process, Placemaking process, and the GSST.
e. Mirror Lake District. Pettersen attended meeting for the first time, spoke of the need to check problems with lake water quality and no one to fill the position.
f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz spoke of meeting next week and the Lake Fair being the same day as Clean Sweep.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, June 27th at 9:00 a.m. and Thursday, July 13th, 2017 at 9:00 a.m. Motion by C. Spencer/S. Laubscher to adjourn at 10:55 a.m. Motion carried, all in favor.
