Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, C. Spencer, M. Krueger, B. Newport, J. Berlin, and R. Puttkamer.
Absent: G. Johnson
Staff present: L. Wilson, G. Templin, and B. Sadler
At 9:00 a.m. Spencer called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Dietz/J. Berlin to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by R. Puttkamer/J. Dietz to approve the April 11, 2019 minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
None.
Discussion and update on Southwest Badger activities. Newport stated the group is in maintenance mode until the end of the year, at which time they will decide if they will completely dissolve or restructure. The executive board is the only ones working, and doing so in-kind. He also provided a brief update on accounting and projects that were in the works that have been outsourced as well as where supplies were delivered. He asked about whether a full audit needed to be done. Wilson will verify with Finance.
Discussion and possible action on proposed changes to the Youth Conservation Camp Scholarship Wilson spoke of the camp scholarship that is fully funded by the CPZ department and would like to restructure to allow for more than one scholarship to be partially funded, allowing for multiple scholarships to be offered. Motion by M. Krueger/J. Berlin to restructure the Youth Conservation Camp Scholarships. Motion carried, all in favor.
Discussion and possible action on Sauk County septic maintenance program Wilson asked to postpone this discussion as several questions are with Corp Counsel and would like this discussion to take place once we have more answers. Motion by M. Krueger/J. Berlin to move this discussion to the second meeting in June. Motion carried, all in favor.
Discussion and possible action regarding Revolution Plastics request for Sauk County to partially fund ag plastics recycling program. Wilson spoke of the ag plastics program and the rising costs of the program and the changes taking place in recycling. Sadler explained the participants in the program and how it operates. Krueger asked if we have looked into resources at Dane County. The committee agreed to have the department do additional research on other resources for ag plastics and bring it back to the committee for further discussion.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, May 9th at 9:00 a.m. and Tuesday, May 28th at 9:00 a.m.
Motion by J. Berlin/B. Newport to adjourn the meeting at 9:24 a.m. Motion carried, all in favor.
