Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, J. Ashford, C. Lehman, J. Dietz, M. Flint, and S. Laubscher.
Absent: C. Spencer

At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Greve certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by S. Laubscher/M. Flint to adopt the agenda as presented. Motion carried, all in favor.
Motion by E. Peterson/C. Lehman to approve the March 28th CPZ Committee meeting minutes. Motion carried, all in favor.

Land Records Modernization
a. Department reports and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Motion by S. Laubscher/M. Flint to approve vouchers in the amount of $2,989.81. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey appeared and reviewed the department report.
b. Review and approval of vouchers. Motion by C. Lehman/M. Flint to approve vouchers in the amount of $9,971.13. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Wilson provided the department report and reviewed highlights and issues.
b. Review and approval of vouchers. Greve reviewed department vouchers in the amount of $6,084.93. Motion by M. Flint/C. Lehman to approve vouchers for a total amount of $6,084.93. Motion carried, all in favor.
c. Discussion and possible action approving amount of compensation for a conservation easement taking.
Simmert spoke about the history of the Baraboo Range Protection Program (BRPP) and conservation easements along Highway 12 under construction. Sauk County is holding a check of approximately $29,000 for compensation to the landowner and Sauk County for the the easement. Sauk County calculated that the value of the easement to be approximately $8,900. Corporation Counsel recommends that Sauk County accept a settlement offer of roughly $6,000, to be put toward future monitoring of BRPP easements. Motion by C. Lehman/J. Ashford to accept the settlement offer as recommended by Corporation Counsel. Motion carried, all in favor.
d. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Michael Wehler located in Sections 31/35, T10N R4/5E, Town of Honey Creek, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance. Simmert spoke about the application to create a 5-acre PRD lot in Section 31 to allow the applicant’s son to construct a house. The PRD easement would be located on 40 acres in Section 35. The Town has approved the PRD. Staff recommends approval. Motion by E. Peterson/J. Ashford to approve the conditional use permit. Motion carried, all in favor.
e. Review and approval of the Everyday Condominium One Plat pursuant to Ch. 22 Sauk County Land Division & Subdivision Regulations Ordinance. The property is located on Lot 6 Coves Court, Section 17, T10N, R7E, Town of Merrimac by Timothy Kraemer. Simmert spoke about the condo plat. Town of Merrimac approved it. Staff has reviewed and verified plans. Staff recommends approval. Motion by M. Flint/J. Ashford to approve the Everyday Condominium One Plat. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller presented the department report.
b. Farm Service Agency (FSA). Norgard presented the department report on the HEL initiatives, CRP, and Pollinator and Monarchs SAFE program. Election for FSA’s County Committee (COC) is coming up – Shana Johnson’s term expiring.
c. Foresters. No report.
d. Economic Development Committee. Polivka presented on the meeting which included a visit from John Hochkammer from WCA and Sarah Pittz’s update on Placemaking.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. (Flint attended meeting as new rep -- No report.)
g. Lake Redstone Management District. Dietz reported on possibly lowering the dam and the Lake Fair scheduled for June 3.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, April 25th at 9:00 a.m. and Thursday, May 11th , 2017 at 9:00 a.m. Motion by S. Laubscher/M. Flint to adjourn at 10:00 a.m. Motion carried, all in favor.
