This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. a. Petition 02-2022. A petition to consider a conditional use permit pursuant to s7.027(10)(g) to
operate a sawmill. Said conditional use is located in the Town of Westfield, Sauk County. Lands
affected by the proposed conditional use are located in part of the SW ¼, Section 19, T11N, R4E,
Town of Westfield, and as further described in Petition 02-2022. Tax parcel identification
numbers 040-0414-00000, 040-0415-00000, 040-0416-00000, and 040-0417-00000.
b. Petition 03-22 A petition to consider a conditional use permit pursuant to s. 7.027(12) for the
location and operation of stable/equestrian facility on land owned by Dana and Logan
Sechler/LoBar Ranch LLC, Town of Dellona, Sauk County. Lands affected by the proposed
conditional use are located in part of the NW¼ SE¼, NE ¼ SW ¼, SE ¼ NW ¼ & SW ¼ NE ¼, plat of
survey 15615 Section 2, T13N, R5E, tax parcel identification number 006-0030-00000.
c. Petition 05-2022 A petition to consider a conditional use permit pursuant to s.7.040(3)(i) for
the location and operate of a wood fabrication facility. Said conditional use is located in part of
the E ¼, SW ¼ and part of the W ½, SE ¼, of Section 10, T10N, R3E, Town of Bear Creek, Sauk
County, tax parcel identification number 004-0562-10000.
d. Petition 07-2022. A petition to consider a conditional use permit pursuant to s7.036(6)(e) for a
Resort and s. 7.035(3)(e) for a Recreational Facility, Outdoor on land owned by Steve and Lynn
Higgins Town of Baraboo, Sauk County. Lands affected by the proposed conditional use are
located in part of the NW ¼, NW¼, Section 13, T11N, R6E, Town of Baraboo, SW¼, SW¼, Section
12, T11N, R6E, and NW¼, SW¼, Section 12, T11N, R6E, Tax parcel identification numbers 002-
0384-00000 and 002-0349-00000.
e. Discussion and Possible Action on an Ordinance to Adopt a New Sauk County Chapter 51
Erosion Control and Stormwater Management Ordinance and to Amend Section 20.07, Chapter
20, Uniform Citation Ordinance.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry, P. Kinsman, V. McAuliffe, R. Puttkamer

At 9:01 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law. Krueger noted that the meeting was postponed from Tuesday , February 22nd due to inclement weather and hazardous road conditions.
Adopt agenda: Chair Krueger noted that in order to meet statutory requirements for the noticing of the public hearing portion of the agenda, the motion should include the re-noticing and rescheduling of Item 7 to March 22, 2022. Motion by Curry/McAuliffe to adopt the agenda to include a re-noticing and rescheduling of the agenda item number 7 a. thru e. Public Hearings until March 22, 2022 LRE Committee meeting. Motion carried, all in favor.
Adopt minutes of previous meetings – February 10, 2021: Nelson stated that under item #11, there is reference to “two supervisors from that district to address”, and it should read “two supervisors from two surrounding districts to address”. Nelson noted that McAuliffe and Lohr are not from the same district. Motion by McAuliffe/Curry to approve the February 10, 2022 LRE Committee meeting minutes with the change as noted. Motion carried, all in favor.

Surveyor:
a. Department report: Deiderich presented the Surveyors department report.
b. Review and approval of vouchers: Deiderich noted that there were vouchers in the amount of $5,129.75. Motion by McAuliffe/Kinsman to approve Surveyor’s vouchers in the amount of $5,129.75. Motion carried, all in favor.
Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take
possible action at the conclusion of the respective hearing. Public Hearings postponed to the March 22, 2022 LRE meeting.

Land Resources & Environment
Review and approval of vouchers stated that there were two sets of vouchers in the amounts of $13,512.70 for 2021 LRE, and $969.72 for 2022 LRE. Motion by Polivka/Nelson to approve vouchers in the amounts of $13,512.70 for 2021 LRE, and $969.72 for 2022 LRE. Motion carried, all in favor.
Discussion and Possible Action on a Resolution Authorizing Participation in the Department of Natural
Resources Municipal Dam Grant Program – Delton Dam.
Wilson presented the background for the resolution. Motion by Nelson/Kinsman to approve a resolution authorizing participation in the Department of Natural Resources Municipal Dam Grant Program – Delton Dam and to forward to the full board for their approval. Motion carried, all in favor.
Discussion and possible action on a Resolution to Adopt Amendments to the Fee Schedule for Chapter 10 County
Parks; Chapter 26 Agricultural Performance Standards and Manure Management; and Chapter 51 Construction Site
Erosion Control and Stormwater Management.
Wilson presented the background on the item and noted that there would need to be an amendment to the resolution. Wilson stated that fees in the resolution were tied to the proposed Chapter 51 and since that ordinance was not approved, there is not authority for the Committee to set fees. Wilson stated that by increasing the park fees to help offset some of the staff cost associated with the rentals at Prairie Smoke Terrace and for the Conservation department for enforcement of chapter 26. Motion by Polivka/Nelson to amend the resolution to adopt amendments to the fee schedule deleting all
references to Chapter 51. Motion carried, all in favor. Motion by McAuliffe/Kinsman to approve resolution as amended regarding the fees schedule for Chapter 10 only in the County Parks and Chapter 26 Agricultural Performance Standards and Manure Management and forward it to the full county board for their approve. Motion carried, all in favor.
Discussion and possible action on Amendments to the Sauk County Land Resources and Environment (LRE) Cost-
Share Program Policies and Guidelines.
Wilson presented the Amendments to the Sauk County Land Resources and Environment (LRE) Cost-
Share Program Policies and Guidelines. Motion by McAuliffe/Kinsman to approve the Amendments to the Sauk
County Land Resources and Environment (LRE) Cost-Share Program Policies and Guidelines. Motion carried, all in
favor.
