The meeting was called to order and certification of Open Meeting compliance was given at2:38P. Agenda amended by E. LaBroscian to remove hyphen between “lo” and “cation” in the bottom paragraph. Motion by Werner, 2nd by Hill. Unanimous vote approval.

DA (Spoentgen) – discussion of proposed legislation regarding SA kits from Attorney General Sexual Assault Response Team meeting

Hope House (LaBroscian) – received VOCA award. Will fund 8 new positions with them. Going to have an advocate working on referrals with DHS. Civil/Criminal Justice Advocacy (handling law enforcement referrals for all agencies), dealing with restraining orders, and doing referrals to Victim Services. Another for sex trafficking. Two for legal advocacy (one for criminal/civil; one for family-related work). Two mobile advocates providing outreach for all of the target counties.

Donation drive is 10/24/19 – at Hope House – Wood’s BBQ food truck – donating proceeds (11a-1p).

LaBroscian to go to UW-P – Baraboo to staff booth re: domestic abuse.

Mention of formation of high-risk team webinar.

Approached by R. Baldwin concerning risk assessment tool for DV victims – not much different, but better than LAP (lethality assessment protocol) (called APRAIS – Arizona Intimate Partner Risk Assessment Instrument System). Trainers willing to come to and train, but would like there to be legislation (state-wide) requiring agencies to use. Otherwise, estimated cost is ~ $25,000 to train our CJCC. E. LaBroscian to put together hand-out concerning differences between LAP and APRAIS.

Several individuals working on bill focusing on missing/endangered indigenous women. Brought to national attention by “The Round House” (novel) and “Wind River” (video/movie).

Goal is to get more reliable data and then provide services to those families/victims.

Possibility of our group voting to voice support of the bill.

MOTION – To learn more about the bill, and then discuss at future meeting the possibility of publically voicing support. Motion by E. LaBroscian; 2nd by Spoentgen – unanimous vote.

E. LaBroscian – brief addition of how ICJR (Improving Criminal Justice Responses) grant seeks to improve relationship with the Ho Chunk community and how this may be beneficial for that end.

Discussion of Child Advocacy Center

Lakeshore Regional Child Advocacy Center (http://lakeshorecac.org/) – opened and operated by 1 person.

Possibility of opening this up for just children and/or potentially a “victim services” organization.

Brain-storming about possibility of creation of CAC. Will be discussed in greater depth at CMRT.
