Members present:  Rick Spoentgen, Ryan Werner, Jeff Shimon, Nikki Dobbs, Jenna Greenwood, Pat Rego; Elizabeth LaBroscian; Annette Kuhlman; Linda Hoffman; Tammy Hill

Members absent:       Ryan LaBroscian

1. The meeting was called to order and certification of Open Meeting compliance was given at 9:05A.M. Motion by Rego, second by Kuhlman approve agenda. Motion carried – unanimous approval.

2. Previous Minutes Reviewed – Rego moves to adopt; Werner seconds; adopted by unanimous vote

3. Public Comment: None

4. Agency update:

   1. DHS – Hill recently attended DEC conference.

5. Continue working on Action Plans:

   1. E. LaBroscian reiterates position after last meeting and points of action plan.

      1. Discussion of the 3 working groups under the Victim Services Committee:

         1. SART – looking at systemic changes needing to occur pertaining to sexual assault and the criminal justice system response.

         2. DART – implementation of an assessment tool – need to look at which tool we want to implement and then working that into the DV packet that LE completes with a victim on-scene.

         3. CMRT – Child Maltreatment Response Team – working on continuing to establish MOU for DEC (Drug Endangered Treatment) Team AND working on getting some sort of child advocacy center for the County.

   2. Action Plans – intended to help with potential grant-writing and application processes. Will be continually monitored/updated.

      1. Discussion of whether a mission/vision is necessary for the main Vic Services Subcommittee, each working group, or all 4.

         1. We will do them for all 4.

         Vision: Establish the MOU for DEC.

         1. Hill – status of the MOU – most agencies and DA’s office were originally on-board, but – due to staffing changes – did not get completed. Hill to meet with Corp Counsel to approve MOU and re-visit with LE management.

         2. Discussion of location of certain data.

   3. Victim Services Committee as a whole:

      1. Vision: To have trauma-informed, systemic responses anchored in best practices with victim services at the forefront.

         1. Motion to adopt – Spoentgen; Second – Rego; Carried by unanimous vote.

      2. Mission: Discussion began but postponed until next meeting

   4. The workgroups (SART, DART, CMRT) will determined their own missions/tasks.

     1. Members are to e-mail Elizabeth with ideas for identified problems and areas for improvement of the victim services subcommittee.

     Next Meeting: 8/21 @ 11A – EMBS room

      

     Following meeting: Fourth Wednesday of the month @ 2:30PM.
