The meeting was called to order and certification of Open Meeting compliance was given at 8:41 a.m. Motion by ­Pate­­­­­­­, second by Wastlick to adopt agenda. Motion carried.

 

Motion by Neumann, second by Witek to approve the minutes of the prior meeting. The minutes were approved as presented.

 

Public Comment:  None

 

Communications: None

 

Discussion regarding OAR Program:

Defining recidivism: Obtaining OAR after completion of programming. Maintaining license?
Measure dollar amount for a single person to go through the system for OAR.
Measure the amount of OAR’s received from graduates over a 4 year period.
Take measure of OAR’s over the course of a year from both graduates and those found eligible.
Take measure of OAR’s from eligible candidates who do not participate in program over a 6 month period.

 

Discussion regarding Hawaiian Proxy.

Through August 1099 entries: Largest group is 4’s – about 70% not transported.

Definition of Effectiveness: Reduce the number of transports and whether the Hawaiian Proxy has an impact on those numbers.  

 

Discussion regarding CANS program:

Follow-up with disposition codes and their factor on reporting.

Definition of effectiveness: Reduce the number of non-appearances for Criminal Misdemeanor, Criminal Felony, and Criminal Traffic court hearings.

 

Discussion regarding Adult Treatment Court:

Definition of Recidivism: A return to criminal drug behavior.

 

 

 

Discussion regarding Adult OWI Treatment Court:

A review of Monroe County’s Policies and Procedures was presented by Polzer – he will send out specific Program Goals for review.
