Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at 3:35 p.m.
Adopt Agenda:
Motion by Brattset, second Kriegl to adopt agenda. Motion carried.
Minutes:
Motion by Brattset, second by DeSanto to adopt August 21, 2019 minutes. Motion carried.
Public Comment:

Communications:
None.
Discussion regarding the implementation of the YASI risk assessment in Sauk County.
Weiler and Brattset gave an overview of the YASI assessment tool and explained that use of the tool is required by all counties in the state. This is going to be accomplished in four phases. Phase one counties have already started using the tool. Sauk is a phase two county. All YJ workers are going to the YASI training in Madison Nov 12-15, 2019. Implementation is scheduled in Sauk County by January 1, 2020. Mattson clarified the procedure for how the tool is to be administered to youth and when it is to be administered. Albrecht expressed concerns regarding potential impact on the current juvenile court procedure and timeline. Discussion and questions were answered regarding this process. Mattson stated that a meeting with the judges, DA’s office and Public Defenders will need to happen, and hopes the meeting can occur in early December to discuss the process further.
Juvenile Justice Systems mapping and survey development.
Ramnarace and Albrecht are in the process of determining the questions that will be on the survey. Discussion regarding what the focus of the questions should be. When the survey questions have ready, they will bring them to this committee for review. After review of the survey questions, we will need to identify individuals within different agencies to complete the survey.
Youth Diversion Program update.
Mattson and DeSanto report that the STAR program is close to starting with a newly referred youth. The MOU for the program has been signed by the Boys and Girls Club and is currently being approved by Sauk County’s Corporation Counsel. Jeff Weiler went to the Boys and Girls club and provided training on use of the Carey Guides to Two Boys and Girls Club staff members identified as program facilitators. A referral template is complete. Mattson is working on completing a letter that explains the program to parents of youth who are referred. Projected start time is within the next 30 days.
