The meeting was called to order and certification of Open Meeting compliance was given at 3:05 p.m. Motion by Ramnarace second by Albrecht to adopt agenda. Motion carried.
Motion by Weiler second by Albrecht, to approve the minutes of the previous meeting. Motion carried.
Public Comment: None
Communications: None
Update on Committee Membership: Discussed departure of Ruth Browning and Debra O’Rourke as committee members. No members from law enforcement or corporation counsel. Discussed who would be interested. Pichler and Brenda Yaskal (Corp. Counsel) mentioned as possible replacements. Mattson will provide contact information for Pichler and Yaskal. Ellen Allen (Hope House) has reached out and expressed interest in joining.
Discussed the role of Vice Chair – tabled to end of meeting. Susens previously agreed to take on role of Secretary.
Recap of Juvenile Justice Intake Conference: Mattson and Weiler: Conference was very beneficial for new caseworkers. Reviewed topics of presentations: IEP and suspension protocols and how they relate; Mark Carey on “Carey Guides” as evidence based recidivism reduction tools; Social Media and child safety.
Follow-up discussion on social media issues: Truman described recently passed Baraboo “Sexting” ordinance - $500 forfeiture but hold open and education is goal. Other local ordinances will hopefully follow. Judge Klicko educated committee on snap chat and kids having multiple accounts.
No presentation at the conference about restorative justice. Multiple members expressed interest in the topic. Reedsburg used to have a formalized “Teel Court.” Seems like another topic for another time.
Update on Truancy Polices and Procedures: Truman: New Baraboo ordinances were adopted to “clean up” old ordinance. Officers were previously misunderstanding old ordinance and were writing 10-15 per semester and kids were getting tickets when they shouldn’t have. Schools have a lot of authority with how to treat absences. Fewer citations issued (about 40) to date. Baraboo’s “three day rule” has been explained to parents/guardians and more notes are coming from parents. Recordkeeping is a problem in Baraboo and skews numbers.
Klicko: Lot of kids having to come to “cattle call” at 8:30 on Tuesday. Discussed possible changes: moving it to after school; 1 kid/1 Judge, diversion; hold open. Right now, holding open with an official order – if kids go to school and come to court then dismiss ticket.
Mattson: Provided local data and research on habitual truancy. Court order does not really change behavior. Everybody needs to be involved and on the same page. Numbers do not tell the whole story.
Update on Juvenile Judge/Court Assignment: Weiler: Survey says 14/20 responses to survey. 13 have 1 kid/1 Judge policy.
Klicko: All three judges on board
Susens: Little drawback from defense perspective besides consistency in scheduling. Will check with colleagues.
Albrecht: Concerns about arrest DNA and transport team. Will follow up.
Discussed Shackling: Brief discussion. Would be good to have input from court security. Will discuss at November meeting.
