The meeting was called to order and certification of Open Meeting compliance was given at 8:35 a.m. Motion by Witek, second by Pate to adopt agenda. Motion carried.
Motion by Pate, second by Neumann to approve the minutes of the prior meeting. The minutes were approved as presented.
Public Comment: None
Communications: None
Discussion regarding OAR Program:
Goals:
Work on higher level of participation: new OAR letter adjusted and now being issued.
Reduce OAR recidivism.
Measurability:
Numbers are compiled by ATTIC and record number of referrals.
Number of eligible participants who are enrolled (participate).
Percent of participants who complete program.
Percent of completing participants who recidivate.
Discussion regarding Hawaiian Proxy.
Goals:
Reduce number of transports to jail by LE.
Reduce number of pre-trial jail holds.
Reduce number of jail bookings.
Reduce number of bail hearings.
Measurability:
Determine number of transports by LE over last year. Evaluate numbers with current transports after proxy began.
Evaluate jail bookings.
Discussion regarding CANS program:
Goals:
Reduce the number of non-appearances for court hearings.
Input data in a more consistent way.
Measurability:
Evaluate CCAP results of number of enrollments and number of non-appearances for court hearings.
Future Needs:
Input data in a more consistent way.
Evaluate other county’s processes in an effort to promote change.
Discussion regarding Adult Treatment Court:
Goals:
Reduce recidivism rates of post graduate offenders.
Focus of recidivism is on criminal behavior?
Percent of participants who complete program.
Measurability:
Number of criminal offenses after graduation.
Program participation and compliance.
Future Needs:
Other factors which can be measured in order to validate program.
Define recidivism: Criminal charges or only specific charges.
Violations while enrolled in program.
