MINUTES
CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC)

Meeting:       June 25, 2026, 3:30 p.m., County Board Room 326A, West Square Building, Baraboo, WI

Chair, Michael Albrecht called the meeting to order and certified compliance with the Open Meeting Law at 3:30 p.m.

PRESENT:  Michael Albrecht; Jessica Mijal, Judge Michael Screnock, Nicole Schlough, Lisa Wilson, Jennifer Weitzel, Nicole Dobbs, Andrew Stelter, Mark Gumz; by ZOOM:  Timothy McCumber, Jaime Sathasivam; EXCUSED:  Leonie Dolch, Thomas Dorner, Patrick Cummings, Jay Englund; ABSENT:  Erica Lehr-Reuber, Mark Waldon

Others Present:  Amanda Hanson, Rick Spoentgen, Lori Dee, David Zeller, Edward Zapala, Jim Witecha

Motion by Jennifer Weitzel, seconded by Jessica Mijal, to adopt agenda.  Motion carried.

Motion by Jennifer Weitzel, seconded by Jessica Mijal, to approve the minutes for the previous Criminal Justice Coordinating Council meeting held on December 11, 2025.  Motion carried.

Public Comment:  None.

Election of Criminal Justice Coordinating Council Officers:  Motion by Michael Albrecht, seconded by Tim McCumber to nominate Judge Blake Duren for Chair.  Discussion in support of Judge Duren’s nomination.  Motion carried.

Judge Duren took over chairing the meeting.

Motion by Michael Albrecht, seconded by Jessica Mijal, to nominate Jennifer Weitzel for Vice-Chair.  Motion carried.

Discussion and Approval of Bylaws Changes:  Michael Albrecht reviewed the updates to the Bylaws indicating the language change of seated members changed the quorum from 10 to 8. 

Motion by Michael Albrecht, seconded by Jennifer Weitzel, to approve Bylaws changes.  Motion carried.

Discussion and Approval to Appoint David Zeller as a Sauk County Resident Citizen Member:  David Zeller was in attendance; Judge Blake Duren asked if he would accept an appointment to this committee.  David accepted and no opposition was voiced.  Michael Albrecht indicated an appointment can be made by the Chair.  Chair, Judge Blake Duren, appointed David Zeller as a Sauk County Resident Citizen Member.

Discussion and Approval to Remove Inactive School District Representative Member:  Discussion of non-attendance by the school district representative.  Motion by Michael Albrecht, seconded by Jessica Mijal, to remove inactive School District Representative Member.  Motion carried.

Judge Blake Duren asked Amanda Hanson to reach out to school districts to fill the school member vacancy.

Discussion and Approval to Apply for 2027 Treatment Alternative and Diversion (TAD) Grant Funding for Adult Treatment Court (ATC) and Diversion Supervision Agreement (DSA):  Amanda Hanson reviewed the TAD grant presentation as required by the grant.  Amanda indicated this is a five-year grant and is requesting the same amount as last time, $258,889 (grant funds) plus $86,296 (matching funds) for a total of $345,185. 

Motion by Judge Michael Screnock, seconded by Michael Albrecht, to approve applying for 2027 Treatment Alterative and Diversion (TAD) Grant Funding for Adult Treatment Court (ATC) and Diversion Supervision Agreement (DSA).  Motion carried.

Justice, Diversion, and Support Report:  Amanda Hanson reviewed program data.

Justice, Diversion, and Support 2025 Annual Report:  Amanda Hanson presented the annual report, reviewing the program’s impact, goals, and outcomes.

The next meeting of the Criminal Justice Coordinating Council will be September 3, 2026, 3:30 p.m. in County Board Room 326A.

Motion by Michael Albrecht, seconded by Jennifer Weitzel, to adjourn at 4:05 p.m.  Motion carried.
