6.25.19 Victim Services Minutes (258 KB)

Members present:     Rick Spoentgen, Elizabeth LaBroscian, Ryan Werner, Jeff Shimon, Ryan LaBroscian, Pat Rego, Jenna Greenwood

Members absent:       Annette Kuhlman; Tammy Hill; Nikki Dobbs

The meeting was called to order and certification of Open Meeting compliance was given at 9:02 A.M. Motion by Spoentgen, second by R. LaBroscian to amend agenda to move first number 9 to new number 6. Motion carried – unanimous approval.

This is the first meeting, so there are presently no minutes available.

Public Comment: None

Officer Election:

Vice Chair – Greenwood nominated. Motion to close floor by Spoentgen. Second by Hoffman. Unanimous election by voice vote.

Secretary – Spoentgen nominated. Motion to close floor by Werner. Second by R. LaBroscian. Elected by voice vote. Spoentgen abstained.

Update of CJCC reorg and committee oversight projects:

Brief discussion of the Tom Weber eval and upcoming meeting

Discussion of potential sub-groups names

Child Maltreatment Response Team (CMRT)

Will include DEC (drug endangered children) and child abuse response team.

Sexual Assault Response Team

Domestic Abuse Response Team

Using these names – motion Spoentgen, second Rego, unanimous vote in favor.

CMRT – discussion of DEC

Past issues about bring MOU together between LE and DHS/CPS.

All chiefs and DHS have signed.

Will seek clarification from CJCC – Calkins – about what needs to be done re: formalization of DEC meetings. Then, if formalization is needed per CJCC, will reach out to Miller/Zunker re: possibility of leadership role and standardization of meeting times.

DART – discussion of lethality assessments v. revictimization assessments

Maryland LAP v. PRAISE

In order to implement them, LE needs to be trained.

Recommended to do at the agency level versus the county level

Discussion of continued vision for the workgroup

Broadening of scope to include high risk case reviews and to do continued analysis after assessment is chosen based on data derived from its implementation.

SART – continue to do case reviews to address systemic problems that potentially aren’t going the way things should be/

Case reviews should continue

Implementation of victim surveys

LE perspective - Where we do the interviews has become an issue?

Trying to streamline the process so the victim has the best experience – problems kicking victims between agencies when there are issues with the initial reports of jurisdiction.

Possibility of centralization of interviewing children among the agencies in the county (item moved to CMRT)

Next meeting date: 7/31/19 @ 9A in EMBS
