The meeting was called to order and certification of Open Meeting compliance was given at 3:35 P.M. Motion by Bindl, second by Brattset to adopt agenda. Motion carried.
Motion by Laatsch, second by Warwick, to approve the minutes of the prior meeting. Motion carried.

Introductions
State System Mapping Handout: In depth discussion on Wisconsin EBDM System Map handout, including it’s pros and cons. Discussion on the difference between a model that evaluates systems and processes versus outcomes. J. Krueger reports that had this model been released two years prior we would have likely used it as a template for our model. Motion to poll the Criminal Justice Coordinating Council to determine which model should be followed moving forward by Brattset, second by Laatsch. Motion carried.
Health and Human Services: Discussion on the detail and intricacy of both departments including the sliver of services that the criminal justice population frequents. Further discussion will include more of a resource review in relation to these two departments inclusion on the map.
Jail Data: Discussion focused on the data within the jail and it’s purpose for this committee. Re-evaluation of the use and need for this data and a recommitment to it’s focus being around data that is used to drive decision points as opposed to general data collection which will be tasked in the data collection committee.
