CRIMINAL JUSTICE COORDINATING COUNCIL

Members Present: Peter Vedro, Patricia Rego, Tom Kriegl, Kevin Calkins, Cathy Warwick, Dan Brattset, Elizabeth La Broscian, Ryan Ramnarace, Kara Rolf, Leonie Dolch, Judge Screnock,

 

Members Absent: Captain Lange, Joanne Jones, Chief Strunz, Noelle Sapiro, Brian Basham, Annette Kuhlmann,

 

Others Present: Regina Baldwin, Kristen Hemmersbach, Karla Campion

             

Call Meeting to Order:

The meeting was called to order and certification of Open Meeting compliance was given at 3:33  p.m.

 

Adopt Agenda:

Motion by Rego, second Ramnarace to adopt agenda. Motion carried.

 

Minutes:

Motion to approve minutes by Kriegl second by Warwick to adopt minutes. Motion carried.

 

Public Comment:

None.

 

Communications:

None.

 

Transfer of Oversight of CJCC

Mental health and substance abuse goals align with the Health Department. The Health Department has extensive grant tracking capabilities, which are necessary to further expand CJCC. This transition is supported by the Board of Health and the Executive and Legislative Committee, and is intended to be a short-term transition, with the long-term goal being for CJCC to become a separate, independent department.

 

Review and (real) adoption of By-Laws

Amendments: Add back section on citizen members election/appointment of 2 years, and members appointing their own replacement. Correct spelling and formatting errors in Section B. Motion to adopt with amendments by Ramnarace second by Rego to adopt bylaw changes. Motion carried.

 

 

June CJCC Report – Baldwin

Updates provided.

 

Committees: New Structure; Identify Goals & Action Plans (Review with Tom Weber 06/27)

AJS: Progress on Action Plan. Suggestion for Task Force to address Veterans Services in terms of lost benefits (state and federal funding) due to incarceration.

JJS: Met on May 22, 2019. Adjustment to structure and membership. System mapping for juvenile system completed.

Proposed Victims: Haven’t officially met yet. Potentially called: Victim’s Services Committee. Topics: Drug Endangered Children, SART, DART, CART. Discuss Victim’s Services offered that people might not be aware of.

 

Discussion on Budget Concerns/Changes

- Health Department proposed additions: Reclassify Program Manager position to match other manager classifications. Increase CJCC Administrative Specialist position to full-time. Create a full-time position to focus on Reentry and Risk Assessment. Add a LTE employee/administrative assistant to help the current staff through the end of 2019. Verbal approval from Michelle P. in Personnel to extend new position requests return time-frame for Health.

- Sauk County Board of Supervisors have indicated through the mid-term assessment that CJCC is a top priority.
