Members Present: Don Nobs, John Miller, Donna Stehling, Amy DeLong, Stacy Zobel, Ken Carlson attended via conference call
Members Absent: Wally Czuprynko
Others Present: Cindy Bodendein, Cathy Warwick, David Pluymers , Amy Lee
The meeting was called to order at 5:35 p.m. by Stehling.Certification of the open meeting law was noted.
Motion by Nobs to approve the December 9, 2013 Public Health Board Agenda, second by Zobel. Motion carried.
Motion by Zobel to adopt the minutes of the November 13, 2013 Public Health Board Meeting, second by Stehling.Motion carried.
Communications: Bodendein had emailed: a news release, “Online Education Tools Help Retailers Avoid Tobacco Sales To Minors.”

Business Items for Discussion and/or Action:
- Presentation by David Pluymers, MSTHA,RS regarding Current Central and Regional Structures at the State Public Health Department, 140 Reviews, Healthiest Wisconsin 2020 and Health Department Accreditation. - Discussed Nurse Family Partnership (NFP). Warwick handed out packets of information for review at the November 13, 2013 Board of health meeting. Bodendein shared that there may be funding available thought the Justice Continuum Committee grant and that Sauk County is looking into partnering with Ho-Chunk for the Nurse Family Partnership program. The Public Health Department has hired a new nurse that will be focusing on NFP and Prenatal Care Coordination. Bodendein will ask to have the NFP placed on the agenda for Justice Continuum Committee meeting.
- Home Care Professional Advisory Committee met. Warwick followed the Home Care Professional Advisory Board agenda and HFS 133.05 (2)(b) requirements. Uses surveys from Fazzi, an independent agency, that compares Sauk County Home Care with other Home Care agencies at a local, state and national level. Sauk County Home Care rates High in quality care and assists clients with a higher acuity of care than compared to others at the state and national level. Warwick reported that with the change in health insurance she is working on a contract with Group Health Cooperative for Home Care and Public Health as well as partnering with the Agrace Hospice’s Pallative Care program to give clients more relief during a serious illness. Home Care’s state audit is due in 2015. Carlson requested to speak, and was acknowledged by Stehling. Carlson noted that in the statistics Warwick provided, they showed that specifically in the Neuro-emotional behavior section, Sauk County Home Care had a higher percentage rate, which indicates that the cases Sauk County Home care sees are more complicated, and also have a higher level of intractable pain. Carlson stated that Sauk County Home Care is “doing a really good job” especially with the high co-morbities of the clients on caseload.
- Affordable Care Act report. Next Enrollment Fair will be on December 12, 2013 from 9:00 a.m. to 4:00 p.m., in Baraboo.
- Bodendein reported on the Community Health Improvement Plan. The main focus is to concentrate on what mental health care is needed. They want to get feedback from Sauk County physicians for input.
- The Functional Group has not met.
Department Updates:
- Reviewed the monthly financial reports for November 2013.
- Motion to approve the November 2013 invoices of $17,271.12 by Nobs, second by Miller. Motion carried.
- WPHA/WALHDAB – Bodendein reported on WALHDAB. Discussed Radar teams, communication with-in the Public Health system, and local and state dialogue. In the spring session look for bills regarding raw milk and tobacco products being taxed differently.
