The meeting was called to order and certification of Open Meeting compliance was given at 5:45 p.m.  The agenda was approved on a motion by Czuprynko, second by Fordham.  Motion carried.

Introductions

Participants introduced themselves.  Marty Krueger provided a background on the intergovernmental meetings and the benefit they have provided to the governmental units in Sauk County.

 

Business Items

The Finance Committee members and Kathryn Schauf, Sauk County Administrative Coordinator, gave a brief presentation and summary of the County’s 2015 proposed budget.

 

Presentation and discussion of “Workforce Development Issues” with Dennis Winters, Chief of the Office of Economic Advisors for the Wisconsin Department of Workforce Development.

 

Key points

The economy and jobs have recovered from the most recent recession at the slowest rate in history.
The aging population is hugely impacting the workforce skill level, availability, and income.  All this will increasingly drive the demand for government services and taxpayers’ ability to pay.

 

Presentation and discussion of “Political and Economic Realities and Challenges Facing Local Governments” with Kyle Christianson, Director of Government Affairs for Wisconsin Counties Association.

 

Key points

Unprecedented legislative turnover replaced with inexperienced officials will generate the need for education.
The legislature will likely be strongly Republican.
The State budget is increasingly facing imbalances:  General fund, transportation, Medicaid.  Focus is on reducing property taxes and tax reform.

 

Motion by Lombard, second by Czuprynko, to adjourn the meeting.  Motion carried.
