The meeting was called to order by Chairperson Bychinski at 8:30 AM. Certification of open meeting compliance was given. Motion by Wenzel to adopt the agenda, second by Bach. Motion carried. Motion by Wenzel to adopt the minutes of previous meetings on March 8 and 15, 2011, second by Lane. Motion carried.

Discussion of possible 2011 budget overrun for Coroner’s Department.
Hahn reported that vehicle fuel costs and autopsy quantities are likely to create a budget overrun in 2011.
Consider approval of travel in excess of 300 miles for Sheriff Department staff to attend Internet Crimes Against Children training in Las Vegas, Nevada.
Motion by Bach, second by Fordham to approve this travel. Motion carried.
Discussion and possible resolution Designating Unreserved Funds as of December 31, 2010.
Pate discussed ongoing MIS projects, and Beghin discussed the remaining carryforward projects. Motion by Bach, second by Lane to approve a resolution designating unreserved funds for carryforward items as of December 31, 2010. Motion carried, with Wenzel opposed.
Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2010.
Value of volunteer time was discussed. Motion by Fordham to approve a resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2010, second by Bach. Motion carried.
Consider resolution Amending the 2011 budget to Accept a CDBG-EAP Grant to Assist in Business Mitigation and LiDAR Data Collection.
Pate and the Committee discussed details of LiDAR project. Motion by Wenzel to approve the resolution Amending the 2011 Budget to Accept a CDBG-EAP Grant to Assist in Business Mitigation and LiDAR Data Collection, second by Bach. Motion carried.
Presentation of County financial reports.
Beghin reviewed the County financial position for 2010 and 2011. Additions to fund balance and sales tax were discussed.
Update on 2012 budget process.
Mid-term assessment will include a macro view of federal, state and economic conditions. This will segue into County Board strategic planning about the major issues facing Sauk County and the impact on future budgets.
Treasurer’s Department Update.
Geoghegan updated the Committee on Treasurer Department activity. Motion by Fordham to approve payment of Treasurer’s Department invoices in the amount of $1,082,527.01, second by Wenzel. Motion carried.
Accounting Department Update.
Beghin highlighted Accounting Department recent activity. Motion by Bach to approve payment of Accounting Department invoices in the amount of $32,445.05 and County invoices in the amount of $4,226,230.32second by Lane. Motion carried.
Marty Krueger provided a communication that the Village of North Freedom is proposing an amendment to their TID #1.
The next regular Finance meeting will be Tuesday, May 10, 2011 at 8:30 am. The night meeting to include discussion of programs and priorities will be Tuesday, June 14, 2011 at 5:00 pm.
Motion by Fordham to adjourn the meeting, second by Lane. Motion carried.
