Members present: Tom Dorner (virtual), Lynn Eberl, Mike Flint, Marty Krueger and Tim McCumber

Others present:  Kerry Beghin, Brian Della (virtual), Brian Desmond, Pat Gavinski, Liz Geoghegan, Lynn Horkan, and Brent Miller

 

The meeting was called to order by Chairperson Krueger at 3:30 PM.  Certification of open meeting compliance was given.  Motion by Eberl, second by Flint to adopt the agenda.  Motion carried.  Motion by McCumber, second by Flint to adopt the minutes of the previous meeting for December 8, 2021.  Motion carried.

Communications:  Village of Merrimac

 

Bond issue update for Highway building.

Miller noted the schedule/timeline of events and highlighted the Moody’s bond rating meeting.  Della reviewed the debt service projection model and highlighted key points, resolutions, schedule, debt period/payments and interest rates.  Miller confirmed the ad hoc building committee opens the bids and awards the bidder.

 

Update on possible 2021 budget overrun for Corporation Counsel Department.

Desmond commented on the 2021 budget overrun.  Von Briesen contract work has trailed off over the last months; however, they are still working on a couple projects. Currently full staffed until the Child Support attorney retires in February. 

 

Update on the American Rescue Plan (ARPA).

Miller noted the US Treasury issued the final rules today stating that local governments can claim a standard allowance of lost revenues and use funds for a long list of government services.  Miller reviewed the status of some of the county ARPA projects. 

 

Presentation of County financial reports.

Beghin reviewed the monthly reports. 

 

Treasurer’s Department Update.

Geoghegan reviewed departmental activities, year-to-date budget report and investment report.  Geoghegan updated the committee about the Town of Delton tax bills and the need for corrected allocations and potential costs associated with computer/system program. Desmond recommends to agendize for the next meeting how to recoup the incurred expense.  Motion by Flint, second by Eberl to receive the monthly report and approve invoices of $155,057.81, $23,911.76 and $3,350.75.  Motion carried.

 

Accounting Department Update.

Beghin reviewed departmental activities, financial reports and year-to-date budget report.  Motion by Flint, second by McCumber to approve invoices of $18,061.85 and $1,170.00.  Motion carried.  Motion by Dorner, second by McCumber to approve committee payments in the amount of $16,909.88.  Motion carried.

Thursday, February 3, 2022 at 3:30 pm – Regular meeting

 

Motion by Flint, second by Eberl to adjourn the meeting.  Motion carried.
