FINANCE COMMITTEE MINUTES

Room 213, West Square Building, Baraboo WI                                                              Tuesday, March 14, 2017

 

Members present:                Tommy Lee Bychinski, Marty Krueger, Eric Peterson and Kristin White Eagle

Excused:                       Mike Flint

Others present:             Kerry Beghin, Alene Bolin, Liz Geoghegan, Lynn Horkan and Brad Viegut

 

The meeting was called to order by Bychinski at 8:35 AM.  Certification of open meeting compliance was given. 

Motion by Peterson, second by White Eagle to adopt the agenda.  Motion carried.  Motion by Krueger, second by White Eagle to adopt the minutes of previous meetings on February 14 and 21, 2017.  Motion carried.

Communications:  None

 

Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2016.

The Committee commented on the generous donations.  Motion by Peterson, second by White Eagle to gratefully accept donations and gifts presented to Sauk County in 2016 and forward resolution to the County Board.  Motion carried. 

 

Approval of per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors.

Motion by Krueger, second by Peterson to approve per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors and forward the report to the County Board.  Motion carried. 

 

Presentation of ATC Environmental Impact Fee payments.

No requests for payment this month.

 

Discussion of budget process, policies and priorities, timeline.

Bolin noted the timeline will include mid-term assessment of strategic issues in May.  Discussed the overarching budget policies that should be reviewed every year.  These are policies the Board feels are important regardless of specific budget issues.  Soliciting ideas for public input, possibly through use of social media.

 

Presentation of County financial reports.

Beghin reviewed the County financial reports for 2016 and 2017, sales tax and other notable items.  The 2016 numbers are very preliminary. 

 

Treasurer’s Department Update. 

Geoghegan highlighted the departmental activities.  Motion by White Eagle, second by Krueger to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $186,103.55.  Motion carried.

 

Accounting Department Update. 

Beghin highlighted departmental activities. Beghin noted the rating call with Moody’s went well and anticipates the rating will be affirmed at Aa1.  Motion by Peterson, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $131,759.23 and County invoices in the amount of $2,111,596.87.  Motion carried.

 

Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  Performance evaluation of Controller.

Motion to enter closed session and include Administrative Coordinator by Krueger, second by Peterson.  Bychinski-Aye, Krueger-Aye, Peterson-Aye, White Eagle-Aye.  Motion carried.

 

Reconvene in open session.

Motion to reconvene in open session by Peterson, second by White Eagle.  Motion carried.

 

Public Comment:  None

 

Next regular Finance Committee meeting will be Tuesday, April 11, 2017, 8:30 AM.

Motion by Peterson, second by White Eagle to adjourn the meeting.  Motion carried.
