Members present: Tommy Lee Bychinski, Joe Fish, Marty Krueger, Eric Peterson and Kristin White Eagle
Others present: Kerry Beghin, Renae Fry, Liz Geoghegan, Tom Kriegl, Sheriff Meister, David Moore, Jeff Spencer, Mike Stoddard
The meeting was called to order by Bychinski at 10:40 AM. Certification of open meeting compliance was given.
Motion by Fish, second by Krueger to adopt the agenda. Motion carried. Motion by Peterson, second by White Eagle to adopt the minutes of previous meetings on May 10 and 17, 2016. Motion carried.

Consider transfer of Human Services prior year fund balance (Financial Policy 5-94).
Motion by Fish, second by White Eagle to transfer Human Services prior year fund balance. Motion carried.
Consider resolution for Authorization to Purchase Replacement Armored Vehicle for the Emergency Response Team (ERT) and Amending the 2016 Budget for Use of Contingency Funds.
Sheriff Meister, Chief Deputy Spencer and Captain Stoddard described the currently owned vehicle and its level of disrepair. Discussed potential risk with large population swells in the Wisconsin Dells/Lake Delton area, and availability of other responders in the region. Motion by Krueger, second by Peterson to Authorize Purchase Replacement Armored Vehicle for the Emergency Response Team (ERT) and Amending the 2016 Budget for Use of Contingency Funds. Motion carried.
Discussion of ATC environmental impact fee.
Committee discussed statutory requirement that the $908,662 is used for “park, conservancy, wetland or other similar environmental programs.” Criteria for proposed projects focus on evaluation against the statutory requirements and Sauk County strategic priorities. It was the consensus of the Committee to solicit proposals based on these criteria for Finance Committee evaluation.
Selection of two Finance Committee delegates to the capital improvements team.
By Committee consensus, Bychinski and Krueger will be the Finance Committee delegates.
Discussion of 2017 budget; process review, timeline, and priorities; and general fund balance.
Oversight committees and department managers are developing goals and priorities, as well as refining measurements of their effectiveness.
Presentation of County financial reports.
Beghin reviewed the County financial reports.
Treasurer’s Department Update.
Geoghegan reviewed departmental programs (mission, vision, goals and performance measures) for 2017. Motion by Krueger, second by Peterson to approve the mission, vision and goals. Motion carried. She highlighted departmental activities. Motion by Fish, second by White Eagle, to accept the report to accept the Treasurer’s monthly report and approve payment of Treasurer’s Department invoices in the amount of $344,986.31. Motion carried.
Accounting Department Update. Beghin reviewed departmental programs (mission, vision, goals and performance measures) for 2017. Motion by Krueger, second by Fish to approve the mission, vision and goals. Motion carried. She highlighted departmental activities. Motion by Fish, second by Peterson to accept the monthly report and approve payment of Accounting Department invoices in the amount of $13,550.00. Motion carried. Motion by White Eagle, second by Krueger to approve County invoices in the amount of $2,670,352.54. Motion carried.

Next regular Finance Committee meeting will be Tuesday, July 12, 2016, 8:30 AM.
Motion by Fish, second by Peterson to adjourn the meeting. Motion carried.
