The meeting was called to order by Chairperson Bychinski at 8:30 AM. Certification of open meeting compliance was given.
Motion by Fordham, second by Lombard to adopt the agenda. Motion carried. Motion by Fordham, second by Czuprynko to adopt the minutes of previous meetings on December 9 and 16, 2014. Motion carried.

Consider approval of travel in excess of 300 miles for Sheriff’s Department staff to attend National Police Memorial Week in Washington DC.
Meister noted it is an honor to be invited to serve during the annual National Police Memorial Week in Washington DC. Sauk County has 3 officers’ names on the Memorial. Two officers will travel with a squad car and trailered motorcycle. Officers will escort families, help with traffic direction and security, etc. Estimated county cost is $1,250 and can be accommodated in the budget.
Motion by Czuprynko, second by Fordham to approve of travel in excess of 300 miles for Sheriff’s Department staff to attend National Police Memorial Week in Washington DC. Motion carried.
Consider approval of travel in excess of 300 miles for two Public Health staff to attend The Public Health Preparedness 2015 Summit in Atlanta, GA.
Bodendein described the summit and the benefit of attending. Applications for state scholarships have been made to cover the estimated $2,000 cost for two staff. If scholarships are not received, the summit will not be attended. Motion by Czuprynko, second by Fordham to approve travel in excess of 300 miles for two Public Health staff to attend The Public Health Preparedness 2015 Summit in Atlanta, GA if scholarships are awarded. Motion carried.
Consideration of resolution Amending the 2014 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation.
Beghin reviewed the history and dollars awarded by the Nation to the County. She noted the dollars were not built into the 2015 budget because they are not a certainty. Multiple departments presented requests. Motion by Czuprynko, second by Lombard to approve resolution Amending the 2014 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation. Motion carried.

Discussion of budget process.
Schauf noted the Executive and Legislative Committee has been working on the mid-term assessment and there will be a presentation at the next County Board meeting. The Committee discussed the March inter-governmental meeting and April mid-term assessment objectives.
Presentation of County Financial Report.
Beghin reviewed notable items and trends. Expect 2014 to end favorably.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities and properties. Motion by Krueger, second by Czuprynko to accept the Treasurer’s report and approve payment of Treasurer’s Department invoices in the amount of $159,727.76. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities focused mostly on year end activities and audit preparation. Motion by Czuprynko, second by Fordham to accept the monthly report and approve payment of Accounting Department invoices in the amount of $271,286.91 and County invoices in the amount of $2,378,997.42. Motion carried.

Next regular Finance Committee meeting will be Tuesday, February 10, 2015, 8:30 AM.
Motion by Lombard, second by Fordham to adjourn the meeting. Motion carried.
