This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry,

Absent: None
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by McAuliffe/Curry to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes of previous meetings – February 23, 2022: Motion by Puttkamer/Nelson to approve the February 23, 2022 LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: None
Communications: Wilson wanted to make the committee aware that Resource Solutions will no longer be taking batteries at the next Clean Sweep. Violas agreed to take batteries but there will be a charge to dispose of them, so we’re looking at about additional $1000-$1500 at clean sweep this fall.
Discussion on proposed Amendments to Sauk County Code Chapter 10 Parks.
Steive questioned if the Committee had time to review the draft amendments and if there were any questions. Nelson
asked about the definition regarding the camping party related vs unrelated. Steive explained. Nelson asked about the
10.06 (1) (h) root crop reference and questioned if we want people coming in a collecting prairie seeds. Steive explained
and does not feel that it would be a problem. Steive noted that if it becomes a problem, we could amend the ordinance.
Nelson asked about the firewood 10.06 (8) (d). Steive explained. Polivka asked about the soaps and detergents being
referenced. Steive explained that this pertains to the use of such items in the lake.
Discussion and possible action on a Resolution to Adopt the 2022-2042 White Mound County Park Master Property Plan
as an Appendix to the 2020-2024 Sauk County Outdoor Recreation Plan.
Motion by Krueger/McAuliffe to table the item for the moment and review Item 8 on the Agenda first. Motion carried, unanimously.
Fowler presented an overview of the 2022-2042 White Mound County Park Master Property Plan as an Appendix to the
2020-2024 Sauk County Outdoor Recreation Plan. Alex Thill. Graef explained the parking and the land accusation study
at White Mound Park. Nelson asked about a parcel along Hwy 23 and if an access would be appropriate here. Steive
stated they did consider this, but it is not recommended with the dam being there. Steive noted that once Scott
Construction completes their mining operation an access may be possible from there. Fowler stated there is a lot of
conservation grants that may be considered for this plan. Motion by Nelson/McAuliffe to Approve the Resolution to
adopt the 2022-2042 White Mound County Park Master Property Plan as an Appendix to the 2020-2024 Sauk County
Outdoor Recreation Plan. Motion carried, all in favor.
Presentation/Discussion and possible action on entering into an Agreement for Vogel Construction to utilize a portion of
the Great Sauk Trail during building construction within the Village of Prairie Du Sac.
Steive outlined the proposal set forth by Vogel Construction to utilize a portion of the Great Sauk Trail during a building
construction in the Village a Prairie Du Sac. Mark DeAmicis, Vogel Brothers Building Co., and TJ Blitz, Cresa
Managing Principal came to explain the proposal and the request from the County. Steive and DeAmicis noted the
proposal closure of the trail at times as well as the alternate trail that would be established in the area. Vogel stated the
building Construction would be August 2022 to August 2023. Steive stated there will be gates and signs with alternate
routes at the start of the closure. DeAmicis stated that they would rebuild any parts of the trail that are damaged.
McAuliffe asked if they will be raising the current building. DeAmicis stated yes. Motion by Polivka/Lohr authorizing
staff to enter into an agreement for Vogel Construction to utilize a portion of the Great Sauk Trail During building
construction within the Village of Prairie Du Sac. Motion carried, all in favor.

a. Department report – Felton provided the department report.
b. Review and approval of vouchers – Felton provided the vouchers in the amount of $9,900.00. Motion by
McAuliffe/Curry approve the vouchers in the amount of $9,900.00. Motion carried, all in favor.
Register of Deeds
a. Department report- Bailey provided the department report.
b. Review and approval of vouchers – Bailey provided the vouchers in the amount of $8,128.05. Motion by
McAuliffe/Curry to approve the vouchers in the amount of $8,128.05. Motion carried, all in favor.
Land Resources and Environment
a. Department report – February – Wilson provided the department report.
b. Review and approval of vouchers – Wilson provided the vouchers in the amount of $8,482.28 for LRE and $31,221.73
for Parks. Motion by McAuliffe/ Polivka to approve vouchers in the amount of $8,482.28 for LRE and $31,221.73 for
Parks. Motion carried, all in favor.
Presentation and Discussion on SSWIG Annual Report.
Bula presented the SSWIG Annual Report.
Discussion and possible action on a Resolution to Authorize the Purchase of a Steel Frame Pier.
Meyer requested action to authorize the purchase of a Steel Frame Pier for Lake Redstone. Meyer stated that Mittlesteadt Sports and Marine was the only bid at $10,890.00. Motion by McAuliffe/Nelson to approve the purchase of a Steel Frame Pier from Mittlesteadt Sports and Marine for $10,890.00. Motion carried, all in favor.
Discussion and possible action on a Resolution to Authorize the Purchase of a Zero Turn Mower.
Meyer stated they did not get any bids back on the Zero Turn Mower. Meyer stated that they were calling dealers for
quotes on the Hustle Zero Turn Mower. Quotes will be brought back to next committee meeting. Motion by
Nelson/McAuliffe to postpone action until the March 22, 2022 meeting. Motion carried, all in favor.
Discussion and possible action on a Resolution to Authorize the Director of Land Resources and Environment to Accept
Multi-Discharge Variance Funding; and Amending the 2022 Budget.
Wilson stated that in January we were informed that there were several counties within affected watersheds that would not
be participating in the Multi-Discharge Variance, so the funding amount went from $22,950.00 to $83,296.00. Wilson
stated that these additional funds require a budget amendment. Motion by Polivka/McAuliffe to approve the resolution to
authorize the Director of Land Resource and Environment to Accept the Multi-Discharge Variance Funding; and
Amending the 2022 Budget and forward to County Board. Motion carried, all in favor.
Discussion and possible action on a Resolution to Authorize Payment to United Cooperative for Paving of a Driveway
Easement to the Parking area for the Great Sauk State Trail.
Wilson stated that we own property that we were working on putting in a parking lot adjacent to United Coop and we
entered into access easement agreement. Wilson stated that the county owns part of the driveway and the Coop owns the
other part. Wilson stated that the Coop paved the driveway and due to easement agreement, we would pay for half of the
driveway. Wilson stated that the cost to us would be $11,706.20 which we would take from the GSST funds. Motion by
Lohr/McAuliffe to approve a Resolution for authorizing payment of $11,706.20 to the Coop for Paving of a Driveway
Easement to the Parking area for the Great Sauk State Trail. Motion carried, all in favor.
Discussion and possible action on a Resolution to Adopt the 2022-2042 Sauk County Farm Property Master Plan as an
Appendix to the 2020-2024 Sauk Outdoor Recreation Plan.
Fowler presented an overview of 2022-2042 Sauk County Farm Property Master Plan as an Appendix to the 2020-2024
Sauk Outdoor Recreation Plan. Motion by Nelson/McAuliffe adopt the 2022-2042 Sauk County Farm Property Master
Plan as an Appendix to the 2020-2024 Sauk Outdoor Recreation Plan. Motion carried, all in favor.
Discussion and possible action on 2022 Carryforwards for the LRE Budget.
Wilson reviewed the 2022 Carryforwards in the amount of $1,520,725.00 with the committee. Motion by Polivka/Nelson
to approve the 2022 Carryforwards for the LRE Budget in the amount of $1,520,725.00. Motion carried, all in favor.

d. Economic Development Committee – Chair Krueger stated they approved a contract for construction of Bluffview
Community Park and had a brief update on the marketing plan for the county.
e. Mirror Lake District - Krueger stated they did not meet, and the next meeting will be March 23, 2022.
f. Lake Virginia Management District – Nelson stated they did not meet and will meet on March 19, 2022.
g. Lake Redstone Management District – Kinsman stated they did not meet.
