A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: M. Krueger, D. Polivka, P. Kinsman, B. Spencer, R. Puttkamer, L. Eberl, V. McAuliffe, B. Lohr
Others present: T. Kabat, C. Fowler, M. Walters, R. Meyer, M. Schlupp, B. Simmert, and Brad Wissmueller.
Absent: B. Prosser (excused).
At 9:03 a.m. Chairman Krueger called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by McAuliffe / Puttkamer to adopt the February 24, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – February 12, 2026 - Motion by Eberl / Spencer to adopt the February 12, 2026, LRE Committee meeting minutes. Motion carried unanimously.
Public comment – No public comment.
Communications – T. Kabat shared that Deputy Director Melissa Schlupp has been appointed by the State to the Wisconsin Agricultural Education and Workforce Development Council, which is a great honor for her and the Department. He shared that LRE staff continue working with U.S. Congressman Mark Pocan on the details of the $1.2 million federal earmark for the Great Sauk State Trail. He also noted that LRE staff assisted the Friends of the Baraboo River in their application for a Recreational Trails Program grant through the Wisconsin Department of Natural Resources for signage at the canoe launch sites on the Baraboo River.

Randy Puttkamer spoke on behalf of the Town of Baraboo and the recommendation of approval of CURZ-25-11.
No members of the public spoke in favor, in opposition, or as interest may appear
The public hearing was closed at 9:31am.
Motion by Polivka / McAuliffe to approve Petition CURZ-25-11 from Little Society Farm to consider a rezone from an Agriculture Zoning District to a Recreation Commercial Zoning District in the Town of Baraboo based on the findings of fact and conclusion of law subject to the staff analysis as noted herein. Motion carried unanimously.

- Discussion and possible action on Friends of Dutch Hollow Lake 2025 Lake Management Grant Final Report. T. Kabat presented the final report for the 2025 Lake Management Grant for the Friends of Dutch Hollow Lake. Motion by Kinsman / Spencer to receive final report and approve final payment of the 2025 Lake Management Grant for Friends of Dutch Hollow in the amount of $6,000.00. Motion carried unanimously.
- Review and approval of vouchers. T. Kabat presented Conservation, Planning and Zoning 2025 vouchers in the amount of $6,000.00 and 2026 vouchers in the amount of $69,791.81 and Parks vouchers in the amount of $3.52. Motion by McAuliffe / Polivka to pay the vouchers for the LRE Department in the total amount of $75,795.33. Motion carried unanimously.
- Discussion and possible action on quotes received for the North End Boat Landing auxiliary pier. T. Kabat presented quotes for the North End Boat Landing auxiliary pier. Motion by Eberl / Lohr to approve the quote from Docking Solutions (New Lisbon, WI) in the amount of $6,534.00 for the North End Boat Landing auxiliary pier. Motion carried unanimously.
- Discussion and possible action on quotes received for well improvements at White Mound County Park. T. Kabat presented quotes for well improvements at White Mound County Park. Motion carried by Spencer / McAuliffe to approve the quote from Ray Meyer Sales & Service in the amount of $6,526.00 for well improvements at White Mound County Park. Motion carried unanimously.
- Discussion and possible action on a Resolution to Authorize Participation in the State of Wisconsin Motorized Recreation Grant Programs for Snowmobile Trails and ATV/UTV Trails. R. Spencer recused himself from this item. T. Kabat presented a Resolution to Authorize Participation in the State of Wisconsin Motorized Recreation Grant Program for Snowmobile Trails and ATV/UTV Trails in the amount of $71,490. Motion by Eberl / Polivka to approve the Resolution to Authorize Participation in the State of Wisconsin Motorized Recreation Grant Program for Snowmobile Trails and ATV/UTV Trails. Motion carried unanimously with R. Spencer recused.
- Discussion and possible action on a Resolution Authorizing the Director of Land Resources and Environment to Submit Grant Applications for the 2027 Clean Sweep Grant Program. T. Kabat presented a Resolution Authorizing the Director of Land Resources and Environment to Submit Grant Applications for the 2027 Clean Sweep Grant Program. Motion by Lohr / McAuliffe to approve a Resolution Authorizing the Director of Land Resources and Environment to Submit Grant Applications for the 2027 Clean Sweep Grant Program. Motion carried unanimously.
- Discussion and possible action on a Resolution Authorizing the Land Resources and Environment Department Director to Apply for a Notice of Discharge Grant. M. Schlupp presented a Resolution Authorizing the Land Resources and Environment Department Director to Apply for a Notice of Discharge Grant. Motion by McAuliffe / Spencer to approve a Resolution Authorizing the Land Resources and Environment Department Director to Apply for a Notice of Discharge Grant and forward to the full board for approval. Motion carried unanimously.
- Discussion and possible action on a Resolution to Approve the Sauk County Strategic Plan. C. Fowler presented a Resolution to Approve the Sauk County Strategic Plan. Motion carried by Eberl / McAuliffe to approve a Resolution to Approve the Sauk County Strategic Plan. Motion carried unanimously.
