This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

b. Approval and/or denial of 2021 wildlife damage program claim. Phillip Peterson.
c. Discussion and possible action on Farmland Preservation Program (FPP) Notices of Noncompliance: A. Hasheider, G. Hasheider, Kruse, Tomas.
d. Discussion and Possible Action on a Resolution to adopt the 2021-2026 Bluffview Community Park Master Property Plan as an Appendix to the 2020-2024 Sauk County Outdoor Recreation Plan.
e. Discussion and Possible Action on the LRE 2021 Annual Report.
f. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Jerry and Ruth Troyer, located in Section 20, T11N, R4E Town of Westfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Nelson, R. Curry, P. Kinsman (9:08 a.m.), B. Lohr, V. McAuliffe, R. Puttkamer
Others present: M Schlupp, G. Templin-Steward, L. Digmann, C. Fowler, Jekka Alt, W. Christensen. For others in attendance for the public hearing, see registration slips.
Absent: None.
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Curry/Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings – January 13, 2022: Motion by Nelson/Curry to approve the January 13, 2022 LRE Committee meeting minutes. Motion carried, all in favor.

a. Petition #27-2021. A petition to consider a conditional use permit pursuant to s7.027(3)(g) for Agriculture

Templin-Steward presented the background and history of the request, reviewed the staff report and agency findings.
She concluded with the staff recommendation and proposed conditions.
Aaron Feigl, applicant, appearing in favor of the request.
Tom Owens, appearing, as interest may appear and registered in opposition. Owens asked why the Feigl’s must have a
conditional use permit for Ag Tourism when there are other farmers that sell beef, eggs honey etc. and don’t have a
permit.
Nelson asked to clarify CUP for ag tourism. Templin-Steward explained. Krueger asked, as a beef farmer, if the just
sold the beef they would not need this permit. Templin-Steward stated they would not.
Seeing as no one else wished to appear, Chair Krueger closed this portion of the public hearing and the committee
went into deliberation.
Motion by Nelson/Lohr to approve the conditional use request for Agriculture tourism, as recommended by staff
based upon the staff findings of fact and conclusion. Motion carried, all in favor.
Land Resources and Environment Department:
a. Review and approval of vouchers in the amount of $6,230.00 for 2021, $1,752.97 for 2022 LRE. Motion by Polivka/Nelson to approve invoices in the amount of $6,230.00 for 2021, $1,752.97 for 2022 LRE. Motion carried, all in favor.
b. Approval and/or denial of 2021 wildlife damage program claim. Phillip Peterson.
Peterson presented the 2021 wildlife damage program claim in the amount of $1,489.86. Motion by Polivka/Puttkamer
to approve $1,489.86 claim in wildlife damages for 2021. Motion carried, all in favor.
c. Discussion and possible action on Farmland Preservation Program (FPP) Notices of Noncompliance:
A. Hasheider, G. Hasheider, Kruse, Tomas.
Schlupp presented the FPP Notices of Noncompliance. Lohr asked if this was something new in relation to the
amendments made to Chapter 26. Schlupp explained. Motion by Polivka/Nelson to allow staff to move forward with
issuing the FPP Notices of Noncompliance. Motion carried, all in favor
d. Discussion and Possible Action on a Resolution to adopt the 2021-2026 Bluffview Community Park Master
Property Plan as an Appendix to the 2020-2024 Sauk County Outdoor Recreation Plan.
Fowler presented background and history of the request. Nelson asked when will the construction begin. Fowler
stated that the bidding process ends on February 10, 2022 with construction to begin March and would have to be
completed by the end October. Motion by Lohr/McAuliffe to adopt the 2021-2026 Bluffview Community Park
Master Property Plan as an Appendix to the 2020-2024 Sauk County Outdoor Recreation Plan. Motion carried, all in
favor.
e. Discussion and Possible Action on the LRE 2021 Annual Report.
Fowler, Alt and Schlupp presented the LRE 2021 Annual Report. Krueger commended Schlupp on the work leading up to the amendments to Chapter 26. Nelson asked for more information on GovDelivery. Schlupp explained. Motion by Kinsman/Curry to approve the LRE 2021 Annual Report. Motion carried, all in favor.
f. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Jerry
and Ruth Troyer, located in Section 20, T11N, R4E Town of Westfield, Sauk County, pursuant to Chap 7
Subchapter IX, of the Sauk County Code of Ordinances.
Christensen presented the background and history of the request. Polivka asked how long the second house has been
on the property. Christensen explained. Nelson asked if there is anything that the structure can be used for.
Christensen explained it could possibly be used as storage. Polivka asked if there was a septic system for each of the
houses. Christensen explained. Motion by Kinsman/McAuliffe to approve the conditional use permit for a Planned
Rural Development lot, with the conditions of section 6 in the staff report. Motion carried, all in favor.
Next Meeting dates – Thursday, February 10, 2022 and Tuesday, February 22, 2022.
Motion by McAuliffe/Curry to adjourn. Motion carried, all in favor. Meeting adjourned, 10:15 a.m.
