This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (zoom), R. Nelson, R. Curry, P. Kinsman, B. Lohr, V. McAuliffe, R. Puttkamer
Others present: L. Wilson, M Schlupp, L. Digmann, M. Stieve, K. Felton, C. Fowler, M. McCarthy, B. Sadler
Absent: B. Bailey
At 9:00 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by McAuliffe/Curry to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings – December 28, 2021: Motion by Nelson/Kinsman to approve the December 28, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: None
Communications: Wilson informed committee of the Healthy Soils Healthy Farms Program being held on 2/8/22. Wilson invited everyone to stop by the LRE department and take part in judging the 2022 NACD poster contest January 13 and 14, 2022
Land Records:
a. Department report: Felton presented the Land Records Department report.
b. Review and approval of vouchers in the amount of $11,420.00. Motion by Nelson/Kinsman to approve Land Record’s
vouchers in the amount of $11,420.00. Motion carried, all in favor.
Register of Deeds:
a. Department report. Chair Krueger stated Bailey was unable to attend the meeting. If Committee members
have any questions on the report they should contact Bailey directly.
b. Review and approval of vouchers in the amount of $9,632.00 for 2021 and $125.00 for 2022. Motion by
McAuliffe/Curry to approve vouchers in the amount of $9,632.00 for 2021 and $125.00 for 2022. Motion carried, all
in favor.
Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
a. Petition 1-2022 Ordinance Amendment. An Amendment to Chapter 26, the Sauk County Agricultural Performance
Standards and Manure Management Ordinance and request to amend Chapter 20, Uniform Citation Ordinance.
Schlupp presented the Ordinance Amendment to Chapter 26 Sauk County Agricultural Performance Standards and
Manure Management Ordinance and an Ordinance Amendment to Chapter 20, Uniform Citation.
Tommy Brennan, Sauk County Farm Bureau, appearing as interest may appear, thanked Melissa and staff for their hard
work and for everyone working together. Brennan would like to see some wording changed, instead of the word visits
would like to see the word inspection. Brennan wanted to make sure as stated that no additional staff were necessary to
manage the workload created. Brennan stated that when and if issues arise there should be a strong consideration in
evaluating cost share to assist the farmer for improvements needed.
Galen Alwin, Sauk County Farm Bureau, appearing as interest may appear. Alwin stated that he agreed with Brennan’s
comments. Alwin would also like to thank everyone for listening, changing and being open minded.
Seeing as no one else wished to speak, Chair Krueger closed this portion of the public hearing and the committee went into deliberation.
Motion by McAuliffe/Kinsman to recommend adoption of the Ordinance Amendment to Chapter 26 Sauk County Agricultural Performance Standards and Manure Management Ordinance and an Ordinance Amendment to Chapter 20, Uniform Citation and to move to the full Board for their approval. Motion carried, all in favor.
Land Resources and Environment Department:
a. Department reports. Wilson presented the department report.
b. Review and approval of vouchers in the amount of $74,043.74 for 2021, $2,582.99 for 2022 LRE and
$45,109.56 for 2021 Parks. Motion by Nelson/Kinsman to approve invoices in the amount of $74,043.74 for 2021,
$2,582.99 for 2022 LRE and $45,109.56 for 2021 Parks. Motion carried, all in favor.
c. Discussion on proposed Sauk County Erosion Control & Stormwater Management Ordinance.
Fowler presented the further amendments to the Sauk County Erosion Control Stormwater Management Ordinance
based upon feedback from the Towns, Corporation Counsel, and a contracted engineer. Krueger asked how much
interaction you had with the towns. Fowler explained the territory meetings that were offered.
d. Discussion and possible action on waiving entrance fees to correlate with the Wisconsin DNR Free Fun Weekend.
Stieve asked for approval on waiving the entrance fee to correlate with the Wisconsin DNR free fun weekend.
Motion by McAuliffe/Kinsman to waive the entrance fees to correlate with Wisconsin DNR free fun weekend. Motion
carried, all in favor.
e. Discussion and possible action on a Resolution to Authorize and Amendment to a Contract with Ayres Associates for
Engineering Services for the Delton Dam.
Stieve asked for possible action on the Resolution to Authorize and Amendment to a Contract with Ayres Associates
for Engineering Services for the Delton Dam. Stieve explained that there is a second portion of the Delton Dam that
has concrete issues. Curry asked if there were any sediment issues behind this dam. Stieve stated he is not aware of
any sediment issues on the Delton Dam. Nelson asked if there is any grant funding for this project. Stieve explained.
Motion by McAuliffe/Curry to approve a resolution amending a Contract with Ayres Associates for Engineering
Services for the Delton Dam. Motion carried, all in favor.
f. Discussion and possible action on a Resolution to Approve a Water Quality Brokering Agreement with the Village of
Cazenovia.
Wilson presented the Water Quality Brokering Agreement with the Village of Cazenovia. Wilson stated that the Village
of Cazenovia did not approve this, they are not ready to move forward. We would ask that we postpone this until a
future date. Motion by Kinsman/Nelson to postpone the Water Quality Brokering Agreement until such time as Village
of Cazenovia takes action. Motion carried, all in favor.
g. Discussion and possible action to enter into a rental contract for a tractor.
Stieve explained that he received a letter from Case that stated they had to temporally abandon this program due to the
fact that they could not get parts and what they needed to get these tractors out. Stieve stated they have gone out and
talked with 4 different companies. Hennessy Implement stated they provide a very similar program as to what we had,
in which we would not need Committee approval due to that fact it would be less than $5000. Stieve stated he would
like to get approval to not exceed $7000 just in case the tractor is gone from Hennessy’s. Motion by Nelson/Curry to
approve the LRE department to enter into rental contract for a tractor up to the of amount of $7000. Motion carried, all
in favor.
h. Discussion and possible action on a Resolution to Authorize Contract with Discover Mediaworks, Inc.
Stieve presented the background information for Discover Wisconsin. Motion by McAuliffe/Kinsman to
approve the Resolution to authorize a contract with Discover Mediaworks Inc. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS) - None
b. Farm Service Agency (FSA) - None
c. Foresters – Kinsman commented that with our properties that have pine or walnut, the market is good. So, if we have
properties that have mature pine plantations that are in need, might be a good time to consider marketing for the value.
d. Economic Development Committee – Krueger stated the meeting was canceled.
e. Mirror Lake Management District – Krueger stated they did not have a meeting. Krueger informed committee that the
Mirror Lake State Park Superintendent took a new position with the DNR in Madison. Krueger stated that an
announcement has not been made on his replacement.
f. Lake Virginia Management District – Nelson stated they met in December and discussed the lake levels, which are the
lowest they have been in 5 years. Nelson stated they have shut down one of the aerators and will be repaired this spring.
Nelson stated there was a company that donated a pier at the boat landing in exchange for some of their advertising on
the pier.
g. Lake Redstone Management District- Kinsman stated the group met on Tuesday. Kinsman stated they are looking at
implementing the Lake management plan. Kinsman stated they are hoping with the Lake Management program it
opens a lot of possibilities for grants.
Next meetings dates - Tuesday, January 25, 2022, and Thursday February 10, 2022.
Motion by Curry/Kinsman to adjourn. Motion carried, all in favor. Meeting adjourned, 10:12 a.m.
