A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Petition CURZ-25-9. A petition to consider a conditional use permit pursuant to s7.027(12)(g) for a Stable and Equestrian Facility on land owned by Richard Schlough and Christen Schlough. Said conditional use is located in the Town of Excelsior, Sauk County. Lands affected by the proposed conditional use are located at S2843 Coon Bluff Rd, in the SE ¼, SW ¼, Section 2, T12N, R5E, Town of Excelsior, and as further described in Petition CURZ-25-9. Tax parcel identification number 010-0042-00000.
- Petition CURZ-25-10. A petition to consider a rezone pursuant to s7.150 from a Single-Family Residential Zoning District to an Agriculture Zoning District on lands owned by Marcus and Brittney Mitchell. Said rezone is located in the Town of Baraboo, Sauk County. Lands affected by the proposed rezone are located part of the NW ¼, NE ¼, and SW ¼, NE ¼, Section 27, T12N, R6E, Town of Baraboo, and as further described in Petition CURZ-25-10. At 9:03 a.m. Chairman Krueger called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Puttkamer / Polivka to adopt the November 25, 2025, agenda. Motion carried unanimously
Adopt minutes of previous meeting – November 13, 2025 - Motion by Kinsman / Spencer to adopt the November 13, 2025, LRE Committee meeting minutes. Motion carried unanimously.

- Discussion and Possible Action on Lake Redstone 2023 Meadowlark Weir Lake Management Grant Final Report. T. Kabat presented the Lake Redstone 2023 Meadowlark Weir Lake Management Grant final report. Motion by Eberl / Kinsman to approve the Lake Redstone 2023 Meadowlark Weir Lake Management Grant final report. Motion carried unanimously.
- Review and approval of vouchers. T. Kabat presented the Land Resources and Environment Department vouchers in the amount of $134,091.61. Motion by Polivka / Lohr to pay vouchers for the LRE Department in the amount of $134,091.61. Motion carried unanimously.
- Discussion and possible action to approve the County Plat of Dellona Acres located in Section 34, T.13N, R.5E, Town of Dellona, Sauk County. B. Simmert presented the County Plat of Dellona Acres located in the Town of Dellona, Sauk County. Motion by Polivka / Spencer to approve the County Plat of Dellona Acres located in the Town of Dellona, Sauk County. Motion carried unanimously.
- Discussion and possible action for tree removal services at Man Mound National Historic Landmark. J. Alt presented three quotes for tree removal services at Man Mound National Historic Landmark. Motion by Polivka / Spencer to approve the Boardmans’ Stump Removal & Tree service LLC for tree removal services at Man Mound National Historic Landmark in the amount of $5,200. Motion carried unanimously.
- Discussion and possible action on a resolution to award a contract for the construction of the White Mound County Park maintenance building. J. Alt presented a resolution to award a contract for the construction of the White Mound County Park maintenance building. The County received five bids on the project, with Friede & Associates being the lowest bid. Motion by McAuliffe / Kinsman to approve a resolution to award a contract for the construction of the White Mound County Park maintenance building and to accept the quote from Friede & Associates LLC in the amount of $1,378,862.00 and forward to the full board for approval. Motion carried unanimously.
- Discussion and Possible Action on 2026 Lake Management Grant Program. M. Schlupp presented the 2026 Lake Management Grant Program and requested proposed changes. P. Kinsman commented that Lake Redstone have appreciated the funds received in the past. V. McAuliffe noted that the program has been very effective as is. M. Krueger noted when the program was created, it was intended for projects to prevent future problems with the Lakes. T. Kabat noted that the prevention aspects would be a priority. Motion by McAuliffe / Spencer to approve the 2026 Lake Management Grant Program as it currently exists. Motion carried unanimously.

M. Krueger called the public hearing portion of the meeting to order at 9:24 am, the committee and LRE staff introduced themselves.
Petition CURZ-25-9. A petition to consider a conditional use permit pursuant to s7.027(12)(g) for a Stable and Equestrian Facility on land owned by Richard Schlough and Christen Schlough. Said conditional use is located in the Town of Excelsior, Sauk County. Lands affected by the proposed conditional use are located at S2843 Coon Bluff Rd, in the SE ¼, SW ¼, Section 2, T12N, R5E, Town of Excelsior, and as further described in Petition CURZ-25-9. Tax parcel identification number 010-0042-00000.

W. Christensen presented a conditional use permit pursuant to s7.027(12)(g) for a Stable and Equestrian Facility on land owned by Richard Schlough and Christen Schlough. Said conditional use is located in the Town of Excelsior, Sauk County. Lands affected by the proposed conditional use are located at S2843 Coon Bluff Rd, in the SE ¼, SW ¼, Section 2, T12N, R5E, Town of Excelsior, and as further described in Petition CURZ-25-9. Tax parcel identification number 010-0042-00000. Town of Excelsior Plan Commission and Town Board recommend approval of requested conditional use. LRE department also recommends approval of conditional uses.
The applicant, Richard Schlough, provided a summary of their plans for conditional use permit for a Stable and Equestrian Facility.
Town of Excelsior chair, Kurt Muchow, spoke on behalf of the Town being in support of the conditional use permit for a Stable and Equestrian facility. He stated the application is in compliance with their comprehensive plan.

Siobhan Allen spoke in favor of the conditional use permit.
Dave Knudson spoke in favor of the conditional use permit.
Ann Broden spoke in favor of the conditional use permit.
Patty Brown registered in favor of the conditional use permit

Ellen McDonough registered in opposition of the conditional use permit.
John McDonough spoke in opposition to the conditional use permit.
Tim McFarland registered in opposition to the conditional use permit.
Dawn McFarland registered in opposition of the conditional use permit.
Laurie Hasenbach spoke as an interested party of the conditional use permit as Supervisor of the Town of Excelsior and Chair of the Town of Excelsior Plan Commission. She stated that the concerns of the neighboring residents were addressed.
Karyn Ann Behn spoke as an interested party of the conditional use permit.
The public hearing was closed at 10:21a.m. for committee deliberations on Petition CURZ-25-9.
Motion by Polivka / Lohr to approve a conditional use permit CURZ-25-9 for a Stable and Equestrian Facility on land owned by Richard Schlough and Christen Schlough. Said conditional use is located in the Town of Excelsior, Sauk County. Lands affected by the proposed conditional use are located at S2843 Coon Bluff Rd, in the Town of Excelsior, Sauk County as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to the conditions as noted in the staff report. Motion by Lohr / Polivka to amend the motion to remove condition M, requiring the five-year sunset date which states: This permit shall be valid for a period of five years and may be renewed by the Land Resources and Extension Committee at that time. Chairman Krueger stated he did not support the amendment to remove the sunset date, condition M. Eberl also expressed his concerns about removing the sunset date. Vote on the amendment to remove condition M was 4 Ayes and 3 Nays(Krueger, Eberl, Spencer). The motion to amend carried. Motion to approve Petition CURZ-25-9 as amended carried unanimously.
