Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe, L. Eberl, R. Puttkamer, B. Spencer

Others present:  R. Meyer, J. Alt, M. Schlupp, B. Bailey, K. Felton, S. Pate, M. Stieve, C. Fowler, Paul Wolter

Absent:  P. Kinsman (Excused), B. Lohr, R. Puttkamer

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order.  R. Meyer certified the meeting to be compliant with Open Meetings Law. 

Adopt agenda - Motion by Polivka / Spencer to adopt the October 12, 2023 agenda.  Motion carried unanimously. 

Adopt minutes of previous meetings

  1. September 26, 2023 - Motion by Spencer / McAuliffe to approve the September 26, 2023, LRE Committee meeting minutes.  Motion carried, unanimously.

Public comment Paul Wolter commented about the Master Plan for Yellow Thunder.

Communications – M. Schlupp spoke about the upcoming Pasture Walk at the Bindl farm on Oct. 19, 2023.  

Surveyor

  1. Review of Surveyor 2024 Budget – M. Krueger provided the Surveyor budget. 

Land Records

  1. Land Records Department Report.  – K. Felton provided the Land Records Department report.
  2. Review and approval of vouchers. – K. Felton presented the vouchers in the amount of $1,730.00. Motion by Spencer / Polivka to pay vouchers in the amount of $1,730.00. Motion carried unanimously.
  3. Discussion and possible action on GIS / Land Records Modernization 2024 budget.- K. Felton and S. Pate presented the highlights and budget line items for the 2024 budget.  Motion by Polivka / Eberl to concur with the 2024 budget for Land Records as presented.  Motion carried unanimously.         

Register of Deeds

  1. Register of Deeds Department Report.  – B. Bailey provided the Land Records Department report.
  2. Review and approval of vouchers. – B. Bailey presented the vouchers in the amount of $7,511.00. Motion by McAuliffe / Spencer to pay vouchers in the amount of $7,511.00. Motion carried unanimously.
  3. Review of ROD 2024 budget. – B. Bailey presented the Register of Deeds 2024 Budget. Motion by Polivka / McAuliffe to concur with the 2024 budget for Register of Deeds as presented.  Motion carried unanimously.

Land Resources and Environment

  1. LRE Department Report - September.  – M. Schlupp provided the LRE Department report.
  2. Review and approval of vouchers. – M. Schlupp presented the vouchers in the amount of $21,291.38 for Conservation and Planning & Zoning departments and $11,210.00 for Park Departments. Motion by McAuliffe / Eberl to pay vouchers in the amount of $21,291.38 for the Conservation and Planning & Zoning departments and $11,210.00 for the Parks Department. Motion carried unanimously.
  3. Review of LRE 2024 budget.- M. Schlupp presented the LRE 2024 budget. Motion by Eberl / Spencer to concur with the LRE 2024 budget for Land Resources and Environment Department.  Motion carried unanimously.
  4. Resolution Authorizing Submission of the Lake Monitoring and Protection Network Grant Application. Motion by McAuliffe / Spencer to approve the resolution authorizing submission of the Lake Monitoring and Protection Network Grant Application and to forward to the full board for their consideration.  Motion carried unanimously.           
  5. Discussion and presentation on pollinator strips and upcoming changes to Sauk County farm cropping practices. B. Sadler presented a slide show presentation on the benefits of pollinators strips and upcoming changes to Sauk County farm cropping practices.
  6. Discussion and possible approval on Resolution to Adopt Amendments to the Land Resources and Environment Department Fee Schedule. M. Stieve presented a resolution to Adopt Amendments to the Land Resources and Environment Department Fee Schedule.   Motion by McAuliffe / Spencer to approve the Resolution to Adopt Amendments to the Land Resources and Environment Department Fee Schedule.  Motion carried unanimously.           
  7. Discussion and possible approval on funding for Sauk County Historical Society for artwork at Yellow Thunder Memorial. Paul Wolter presented the request on funding for Sauk County Historical Society for artwork at Yellow Thunder Memorial.  Motion by Spencer / McAuliffe to approve the release the funds of $9,999 that was set aside for the Sauk County Historical Society for the artwork at Yellow Thunder Memorial.  Motion carried unanimously.  
  8. Discussion and possible action on a Resolution to adopt the Sauk County Farm Education Hub Development Plan as an Appendix to the 2022-2042 Sauk County Farm Property Master Plan in the County CORP.  C. Fowler presented the plans for the Sauk County Farm Education Hub Development Plan. Motion by Spencer / Eberl to approve a Resolution to adopt the Sauk County Farm Education Hub Development Plan as an Appendix to the 2022-2042 Sauk County Farm Property Master Plan in the County CORP to forward to the full board for their approval. Motion carried unanimously.

Reports

a.  Natural Resources Conservation Service (NRCS) – No one present.

b.  Farm Service Agency (FSA) – No one present.

c.  Foresters – No one present.

d.  Economic Development Committee – M. Krueger noted that a meeting was held at McFarlane manufacturing in Sauk City. The next meeting will be held in Lake Delton at the New Administrative Building. 

e.  Mirror Lake Management District – M. Krueger reported the approval of the contract for the soil site to begin next year.  A work schedule has been submitted for 2024 plan.

f.   Lake Virginia Management District – L. Eberl noted the annual meeting was held.  There is a concern about the level of water in the lake.

g.  Lake Redstone Protection District – P. Kinsman was not present

h.  Southern Area Association – WI Land and Water – P. Kinsman was not present

i.   Extension Education, Arts & Culture Committee – V. McAuliffe noted there is nothing to report.

Next meeting dates Tuesday, October 24, 2023 at 9:00 a.m. and Thursday, November 9, 2023 at 9:00 a.m.
