Land Resources and Environment Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, C. Whitsell, B. Newport, G. Johnson, and R. Puttkamer.
Absent: None.
Others present: L. Wilson, G. Templin, B. Bailey, K. Felton, M. Stieve, A. Bolin, M. Schlupp, and B. Sadler
At 9:00 a.m. Spencer called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/B. Newport to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by G. Johnson/B. Newport to approve the January 28, 2020 Committee meeting minutes. Motion carried, all in favor.
Public Comment:
Motion by Krueger/Puttkamer to allow Grotophorst to speak under item 10 g. Motion carried, all in favor.
Mike Mittlsteadt, speaking in favor of Lake Redstone is speaking in favor of the lake regarding the Lake District Funding, and asked that the funding that was provided in 2020 become permanent part of the departments budget.
Charles Luthin, Executive Director of the SP Conservation Alliance, appeared to endorse and support the resolution for the BOMC funding.
Communications:
a. Wilson reviewed the DNR Stewardship Grant Notification Letter.
b. Wislon reviewed the Sauk County Groundwater Progress Report.
SW Badger RC&D (Resource Conservation & Development Council) Update – B Newport – Newport provided an update on the status of the council, funding and future grant opportunities. The program will be dissolved and remaining funds will run through a community foundation.
Land Records
a. Department report and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed the department report and vouchers. Motion by G. Johnson/C. Whitsell to approve the vouchers as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $10,504.27. Motion by C. Whitsell/G. Johnson to approve vouchers as presented. Motion carried, all in favor.
Surveyor
a. Department Report. Dederich provided the department report.
b. Review and approval of vouchers. Dederich reviewed vouchers in the amount of $400 for the bounty program and $86.50 for the cellphone. Motion by J. Berlin/C. Whitsell to approve vouchers as presented. Motion carried, all in favor.
Land Resources and Environment
a. Department report. Wilson reviewed the department report.
1. Review of the Great Sauk State Trail Revenue/Expense Sheet.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $366.70 for year end 2019 for parks services and $107,278.43 for combined LRE. Motion by C. Whitsell/G. Johnson to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action on resolution Amending the 2020 Land Resources and Environment Budget and Authorizing the Use of Badger Army Ammunition Carryforward Funds. Motion by M.Krueger/G. Johnson to approve the resolution as presented. Motion carried, all in favor.
d. Discussion and possible action on LRE Annual Report. Wilson reviewed the annual report. Motion by M. Krueger/C. Whitsell to approve the annual report as provide. Motion carried, all in favor.
e. Discussion and possible action on Resolution Authorizing an Additional Expenditure of $4,950 for Sauk County Snowmobile Bridge. Stieve reviewed the project and the reason for the additional expenditure. Motion by M. Krueger/C. Spencer to approve the resolution as submitted. Motion carried, all in favor.
f. Discussion and possible action on support letter for AB790/SB723, Funding for County Conservation Staff. Schlupp review the letter and the background of the bills. Motion by C. Whitsell/J. Berlin to support the letter as provided. Motion carried, all in favor.
g. Discussion and possible action on notices of FPP Non-Compliance: Peetz, Wiese, Koenig, Bruckert, Grotophorst, Jaedike, Raschein Rev Tr, and Raschein. Mr. John Grotophorst stated that he owns the property, but it is rented and he is working with a new consultant on his nutrient management plan. Sadler spoke to the new renter and half Mr. Grotophorst’s farm, Sadler indicated that the consultant did not follow through. Schlupp also discussed the other owner notices of non-compliance. Motion by G. Johnson/M. Krueger to accept the action of non-compliance, except for owner: Grotophorst, Jaedike and Koenig. Motion carried, all in favor.
h. Discussion and possible action on Lake District Funding. Motion by M. Krueger/C. Whitsell to approve ranking sheets and application grant program summary, as provided. Motion carried, all in favor.
Possible closed session pursuant to Wis. Stat. § 19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: Performance evaluation of the Land Resources & Environment Director. Motion by C. Whitsell/J. Berin to go into closed session, with the Admin Coordinator and LWilson to remain. Ayes: Berlin, Dietz, Johnson, Krueger, Newport, Puttkamer, Spencer, Whitsell. Nayes: None. Motion carried. Committee entered closed session at 10:30 a.m.
Reconvene in open session immediately following closed session at 10:50 a.m.
Reports
a. Natural Resources Conservation Service (NRCS) - No report.
b. Farm Service Agency (FSA) - No report.
c. Foresters - No report.
d. Economic Development Committee – Krueger reported that the group reviewed the next steps for the housing discussion.
e. Mirror Lake District – Krueger indicated the next meeting will be held on 2/27/2020.
f. Lake Virginia Management District – Johnson stated that the group has not met.
g. Lake Redstone Management District – Dietz stated that Mr. Mittlestadt was present, so everything had been covered earlier in the meeting.
Next meetings of the Land Resources and Environment Committee will be held on Tuesday, February 25th and Thursday, March 12th, 2020. Motion by C. Whitsell/J. Berlin to adjourn the meeting at 10:53 a.m. Motion carried, all in favor.
